WASHINGTON. _ August 13, 1999, TUCSDAY. THE EVE? Cireulution of any Newspaper in the Wortd, and os an Advertising Medium is worth in Wa: —_— Rew York “Officer Room 83, Ti The political canvass in Virginia, which will be opened tomorrow with the democratic con- vention at Richmond, promises to be the live- liest in several years. The recent course of the republican leaders has practically reunited the sundered factions of their party, so that the Gemocrats will have a substantial foe to meet. Even the anti-Mehone republicans, for the most part, favor the nomination for governor of an ex-Confederate officer, who, in addition to holding his own regular constituency to- gether, will offer an attraction to the old soldier element and thus possibly draw off s good many democrats with whdin the ties of martial service in the field are stronger than gny formed later in their civic relations, The convention which meets tomorrow will there- fore have anything but an easy task before itin selecting candidates and platform which shall hold their own against hostile assaults of more than customary strength—a difficulty increased by the number of the candidates who are con- tending for the personal honors to be bestowed. The leading issues of the campaignare pretty fure to be the state debt and the tobacco tax, whether the democrats are willing or not to recognize them as such, There is a move- ment, under the surface, to have these subjects ignored, or at best very tenderly handled, at Richmond. The debt question bas always been a bone of contention within the democratic party, and any utterance on it is likely to give offence to s good many whom it is more desir- able to keep # hold upon. The internal revenue tax on tobacco is another rather delicate topic, because the interests of the national party or- ganization and those of the mass of the grow- ers and deslers in the state are at odds about the abolition or retention of the tax. Some of the democratic leaders profess to regard the negro question as the one over which the majority of the white people of Virginia are most agitated, and wonld favor having their organization known as the white men’s, or white supremacy party. This is, however, a ground which many of the delegates at tomor- row’s convention would feel to be too radical to plant themselves upon for the present, espe- cially considering the use that might be made of it in the next national etruggle. ent which will be infused into the ass to increase its vigor will be the atrong and aggressive support of the republi- can party by the Federal administration. Vir- ginia has been marked as a state to be brought into the republican column in 1892, and ener- getic work toaccomplish this result may be expected. With the opposing ranks more com- phctly united than heretofore and strongly supported by the administration, the demo- crats will undoubtedly prepare their line of battle and arm themselves with exceeding care fn the meeting at Richmond, being assured that victory will not be won this year without a struggle. a The market value of young and attractive Italian girls for matrimonial purposes is not quoted on any of the exchanges, but it seems to have been fixed by mutual consent between Signori Cordova and Petreck in Taconia, W.T., at two hundred and fifty dollars. When Petreck bought Cordova’s promised bride from him for that sum he succeeded in turning in notes for two hundred dollars of the purchase . but was imprudent enough to pay the Femaining fifty in cash. Now he finds that he cannot make the girl return his affection, and has sold her back, but can reeover only his notes, Cordota refusing to surrender the money. Petreck’s resort to the courts has done him no good, and he must seek his only consolation in the laureate’s assurance that ‘tis better to have Joved and lost his fifty dollars than never to have loved at all, oe The beauty of having our mining regions supplied with imported laborers who cannot understand the language of our country was shown the other day when so much difficulty and even danger were experienced in convinc- ing a plundering, riotous gang of Hungarians in Pennsylvania after long effort that a strike in which they bad been taking part was ended in their fayor, and that there was really no ex- euse for further violence. If the property these men destroy and the other damage they do, through ignorance of the English tongue and American institutions, were to affect only the interests of the greedy capitalists who brought them over to supplant our native workmen, the public at large would have no cause to feel any regret. Unhappily, that is not the case. The curse of their brutishness fails upon the just and thie unjust alike, ae Considerable dissatis certain quarters with faction is expressed in the new license law fi It is an undisputed fact for genuine bargains you it met @OLDSCHMID, 3007-1000: F ST. ¥.W. The belief is now that the liquor question has been sent back into cs and that the municipal elec- tions ne: will turn upon the control of the new boards of license commissioners, who will exercise a sort of dictatorship over the trade in intoxicants, and will soon acquire great influ- ence in making and unmaking candidates for other oilices of trust and profit, —— re eeeincinee By all means the Georgia duelists should be extradited .and punished. Shall the redoubta- ble Sullivan be withdrawn from the congenial atmosphere of Boston and be compelled to en- dure heat, fines and perhaps imprisonment for assault and battery, committed by request of the victim, while a case of assault with intent to kill, occurring in a like manner, is ignored? To be sure nobody was killed in the duel, but according to the evidence of the pngilists no- body was much burt in the prize fight, and the laws were broken by both occurrences. Ala- bama ought not to permit herself to be outdone by Mississippi. ee nee Recent developments in New York, where Eben 8, Allen, the president of the “green line” horse car compauy, has been canght raising Money on an overissue of stock, tend to create the belief that the officers of street railway Corporations, as well as their conductors, ought to be required to carry a bell punch. $e It appears that the revolationists of Hawaii were ignominiously struck out in their innings by the opposing pitcher, who curved dynamite bombs over the plate. But the game still pro- gresses merrily in Haytiand Samoa. This hes been a great year for the toy kingdoms. $a From the way the ministers overrode the ‘King’s preferences as to receiving Mr. Se ance as United States consul general in Hono- lulu, it would appear that Kalakawa hasn't « great deal lof influence with the present admin- istration in Hawaii. a The President bas found much of the weather Supropitious ou his northern trip.
