The representatives of the electric light com- panies in convention assembled at Niagara Fails are almost unanimously of the opinion that the infliction of death by electricity is cruel, unusual and improbable. As the guardians of the morals and manners of electricity they solemnly protest against its use for the execu- tion of criminals as ‘an unnecessary degrada- tion of the most useful natural agent that science has ever rendered available for the service of mau.” The frightful demoraliza- tion of the conscience and social standing of steel and hemp since they have been employed as the agents of capital punishment probably warns these tender guardians that electricity after similar degradation will no longer be per- mitted to circulate freely within the inner circles of polte society. Evil communications corrupt good manners, Let hardened steel, and rope, which has by nature a moral twist, be exposed to degradation, but young and im- pressionable electricity must be protected from the contamination of contact with criminals, a The communication to the Commissioners concerning the nuisance cf numerous grog sbops along the Seventh-street road should re- ceive earnest attention, The evil effects of these establishments upon some of the inmates of Soldiers’ Home and other classes of perso: mentioned in Mr. Warner's letter and the detriment therefrom to the pleasure of travel along this road and the injury to the growth of desirable settlement along it are palpable and glering. The saloon-infested condition of the road within the District's limits is rendered more striking by the absence of such estab- lishments over the line in Montgomery county, which, under the local option system, has chosen prohibition. There is no other part of the District whose condition calls more loudly for astringent enforcement of the existing liquor regulations and a strengthening of the law by new legislation if in its present shape it shall fail, when vigorously applied, to remedy the evil oe When Postmaster General Wanamaker gets through with his word tussle with President Green it is to be hoped that he will give some attention to the matter of requiring letters and postal cards to be properly postmarked at the mailing offices. As a rule the office stamps now in use are so poorly made or so carelessly used that it is almost impossible to decipher them. Asa large percentage of letter writers fail to give the name of the town or post office where their correspondence is mailed, or even to give the date, a legible post mark would often be of great service, especially in a news- paper office, in throwing lighton these dark points, As itis, the shabby device generally used only adds confusion to the originsl per- plexity. Penny postage is a good thing, in itself, and will be welcomed when the time for it is at hand, but in the meantime an improve- ment in the little matter herein suggested would be highly appreciated by the public, — — ———— ‘There is a strong movement on foot in Con- necticu’ to have Samuel Fessenden of Stamford elected to succeed Mr. Platt in the United States Senate in March, 1891, and the bodily in- juries which he received last week while on a yachting expedition with Senator Quay are therefore a matter of more than usual popular interest in his state. Mr. Fessenden hasserved with much credit as secretary of the republican national committee. The reason of Mr. Platt’s proposed retirement, it should be said, is not any dissatisfaction his constituents feel with his course, but a rule, prevailing with but one exception since the state was organized, that no Senator shall serve it longer than two terms. ‘The only case in which a third term was per- mitted goes back to the beginning of the pres- eat century, and therefore is considered to have little weight as a precedent, There will prob bly be an attempt to copy in other states the pe+-ision adopted by the Connecticut legislature, that the bars of saloons shallbe made visible from the street at all hours when liquor selling is unlawfal, The idea is good; the difficulty will be in enforcing the rule. The ramseller who wishes to evade the law will be apt to havea bar in full sight from the street, and a room not in view of the street where his late-staying customers can be served as long as he finds profit in their patron- age. ro The Australian ballot will not be introduced into Now Hampshire for the present. In the interval between now and the next attempt the reform orators can improve their time ex- plaining to some of the farmer-lawmakers that this particular kind of a ballot is spelled with anoand not an e, and that the bill is nota device of Satan for sapping the rock-ribbed morals of their state by an importation of frail loveliness from the antipodes.
