He writes:—“Last Sunday, while religious worship was being conducted in the county, near the North Carolina line, one John Smith if he and his companions had some more whisky they would take the preacher from the pulpit and have some fun, J. W. Griggs, an officer, dered his arrest. After a severe struggle Smith was disarmed and given in charge of an officer. As soon as he was placed under arrest he began calling in aloud voice tor his com- rade, William Smith, to come to his rescue and shoot the rascal. William Smith, who was but a short distance off, came running up with a pistol in his hand and opened fire on the persons having John Smith in custody. Bystanders attempted to arrest him and during the st le William Smith shot a young man who had hold of him three times, twice in the arm and once through the shoulders. The reductions, however, were about One to four as compared with the number of salaries increased, @ teachers in the eighth grade were mainly affected by the reductions. HoW THE SCHEDULE WAS FIXED. “In order that the teachers might receive the full benefit of the provisions of the appropria- tion act, a careful estimate was made of the cost of placing all teachers ofeach grade at the maximum salary of that grade, as provided in the existing schedule. It was found that the amount of the appropriation would not justify such a schedule by many thousands of dollars, while on the other hand alarge amount of money would remain ‘unexpended were the teachers placed at the minimum salary of their respective grades. By a careful computation of the cost involved in each change a schedule of salaries was determined on, the largest salary being provided in each case consistent with the needs of the school outside of the graded system and the requirements of the ep- propriation act. THE LONGEVITY sYsTEM. “It was deemed wise to continue the longev- ity system in force now and for about three years past by an order of the board in the schools of the first and second grades, taught mainly by recent graduates of our normal school, the salaries in such grades being in no case above $500. This exception to the rule of abrogating the longevity system has met with no opposition on the part of Congress which arrived at the reduction of the higher salaries, THE GREATEST DIFFICULTY to be met in the work of adjustment arose from the peculiar state of salaries in the eighth-grade schools and the entire lack of fiexibility in at- tempting to remedy the matter, owing to the restrictions of the appropriation act.
