CLARK, Notary Public. nea ‘There is nothing to excite surprise in the steady outflow of gold to Europe, and espe- cially toward Paris, during the present season. ‘The theories suggested in Wall street to ac- count for it, such as an uncommon effort of the Bank of France to attract gold to its vaults, or a trick of the bears tocause a money stringency and excite alarm, pale before the simple reflec- tion that there are at least 120,000 Americans traveling in Europe this season, and that an allowance of even a thousand dollars apiece for their expenses of living and the purchases they will make—a moderate estimate, beyond doubt—would involve a total drain upon the American money market of 120,000,000. The bulk of these tourists, of course, will make their headquarters in Paris on account of the exposition. : From one point of view, this habit rich Americans have of going abroad to spend their money has its decided drawbacks. It seems & pity that the wealth which is acquired among one’s own countrymen should not be distributed smong them also. Patriotism, if no more selfish sentiment, would dictate such a use of one’s means. The money Americans carry to Europe is, unhappily, in too many cases frit- tered away for nobody’s lasting enjoyment, and in a manuer which encourages among foreign tradesmen the idea that every tourist from our country is fair game for his net. The folly of one balf of the traveling community inflicts annoyance and positive wrohg indirectly upon the other half. But we can console ourselves, after all, by the reflection that there is another side to this subject. We are spending a great deal of money abroad upon our national education without realizing it. The collapse, however, seems to be pretty complete. A hero who stands his ground and goes to prison or is driven into exile by decree remaius a hero with the French people. One who runs away from danger loses his place in their affections, no matter how much they may condemn as persecution the measures which frightened him out of the country. Count Dil- Jon and M. Rochefort are more to be pitied than the general, for they have staked real value on the result, and now see everything swept away through the failure of their puppet to meet public expectation. The citation of all three to appear before the senate court and answer charges of treason and embezzlement will probably end with the mere formality, as far as Boulanger in concerned, though his two eminent supporters may yield. Rochefort, cer- tainly, ought to have had enough of the pleas- ures of exile and sequestration to satisfy him for a lifetime after his share in the commune. The worst that could be proved against him would probably be his share in the Boulangist agitation for a new constitution, and his insti- gation or countenance of the use of some of the secret service money in the general's keeping for partisan parposes, oo Congressman Randall who has been hopeful heretofore that there would be no extra session has now come to the conclusion that one will beheld. He thinks it will be about October 21. The elections in the new states are held on the first of the month, and that, he says, would give ample time for the filing in Washington of the certificates of election by the new Con- gresemen. Thig opinion from so well informed an @uthority as Mr. Randall seems to make it con- elusive that there will be an extra session. The big-snake epidemic has broken out with ‘Uuneommon virulence this season in the Connect- feut country press. Whether there is any re- lation between that circumstance and the re- buff given by the late legislature to the prohi- bition movement does not appear. —— Since Queen Victoria's physicians have put her upon ® whisky dict, and she has tackled kindly to it, a great many American patriots have begun to take a moré lenient view of royalty.
