Prepenick, Mp., July 21, Life among the Maryland soldiers at Camp Jackson, near this city, bas assumed the aspect of hard work, close attention to duty and strict military discipline. Many of the boys came to town yesterday and last uight to attend the farmers’ picnic at the fair grounds, witness the raves between Frederick and Moatgomery county colts and enjoy dancing in machinery hall, This has been a lively day in camp, made so by the visit of huadreds of spectators, many of whom came on special trains from Balti- more. Washington and intermediate points. Wednesiay the governor will arrive to look over the tented field that has been honored by bis name. The next day the work of striking tents and preparing to leave for home will ~wmence. Itis the intention of the state to negotiite for the purchase of the present camp ground as « permanent state encampment. The price asked is 512.000, Col. Carpenter, commanding the cavalry of the garrison of Washington, to-day secured the use of the fair grounds here to encamp over aight on their way to the summer camp of the Peunsylvania national guard, at Mt. Gretna. Gen. Gibson's Uniied States artillery and Turnbull's batierr will also spend the night here on their march to the camp. He Gives the Court Martial His Ver- sion of the Stranding of His Ship. The court-martial of Commander Purnell F. Harrington, who is charged with stranding the cadets practice ship Consteliation, near Cape Henry light house, June 18, was resumed at the naval academy at Annapolis yesterday. The testimony is all in and th» decision of the court will be reached early during the week. Commander Harringtou made his statement of the disaster to the court. He said that the offi- cial report of the stranding of the vessel, which he made the day after the accident, was sub- stuntially correct. There may, however, have been inaccuracies from the haste im which the report was gotten up. He had not persunaliy obtained the data on which the report was made. Continuing. Commander Harrington said the sbip was on her way to Lyon Haven buy, where she had anchored before. He |. just previous to the accident, ordered Licut. Commander Swinburne and Lieut. Or- chard to “keep a bright lookout.” He had no idea there was no manat the masthead. He never knew that antil it was brought out be- fore the court of inquiry. He heard the sound- ing» reported regularly from the seaman cast- ing the lead. and occasionally from the cadet who had charge of the other lead. ~The sound- ings were reported to bim regularly. When the ship ran into the fog banks he ordered the topgailant down and called all hands on deck, and gave orders immediately after this order tocast anchor. As theship wore the cry of “Breakers ahead!” was heard. Witness looked and saw them, and noticing that the ship could not get around, he ordered the helm to be re- versed, and in five minutes the ship struck, By the court—“On passing junction puoy the sea was smooth. Miner, about a mile off Cape Henry and near to it, a deep hole, nearly a mile wide, whose soundings indi- cate BF peed to Cape Henry. The sound- ings did not indicate to me that we were puss- iug over this spot. Ou the contrary, the last soundings, and purticularly the last one, con- vinced me that not reached the deep channel Had I known of -the lost sounding’ my idea of it might have been different. Ravages of the Locusts — Rebuilding Bridges Destroyed by the Floods, &c. Correspondence of Tur EVENING Stan. Hagerstown, July 22, 1889, Betweon the Biue Mountain house and Pen Mar and along the drive up to High Rock, on South mountuin, in a belt of about a mile wide, the dead leaves and blighted limbs, chiefly of chestnut trees, mark the visitation of the locusts whose cries were heard earlier in the season, marking the return of the stragglers of these seventeen-year pests. Strange as it may seem, above this belt, slong the crest of the mountains, as well as below the belt, and near the base of the wood lauds, there are none at all. It was in the year 1885 that, the great swarm appeared. and this visitation fs phe- nomenal, Fortunately it has had no serious results, as the trees affected thus far are young and vigorous and forest trees in the main, al- though a few peach trees in the orchards of the locality referred to have been stung, At the regular visitation four years ago the ravages to the peach orchards were very great, so marked, indeed, that the crop of tho succeeding year was greatly reduced. The damage, however, vear, it is believed will be slight. s During the heavy rain of June 1, which pro- duced the great flood which did somuach age in Western Maryland, Mr, Joseph Creager, who was out fishing m the Little Antietam near Rock Forge, was drowned. Thursday last, just seven weeks from the day of the fatal ac: cident, a little girl discovered the body in the tail race of Mr. C. Lehman's burnt mill, seve- ral miles from where Mr. Creager disappeared. The county commissioners of this county have set to work to have the bridges destroyed by the late flood replaced. Fifteen companies are in competition for the contracts, The only awards made thus far, however, are to the Gro- ton bridge company of Groton, N. ¥., for the iron bridges at Kemp's mill and at Fairview, over the Conococheague, and the iron bridge over Licking ereek at Martin’s; and to the | Smith bridge company of Toledo, Ohio, the iron bridge over the Little Antietam at Lei- tersburg and the iron bridge over Little Beaver ereek near Benevola, For the other bridges, of which there are quite a number, the bids were rejected, being considered too high. For | want of funds all of the bridges destroyed will not be replaced this season—only the most portant—but fords are being made at the others, Mr. Harry Dayhoof of this city has been requested to take part in a bieyele race at Tolchester on the 26th inst. Mr, Dayhoof is the champion slow rider of the United States, Notwithstanding the disaster that has be- falien the Washington County water company by the bursting of its reservoir, it is on a sound | finuncial basis aud has just declared a dividend of six per cent. Engineer Martinof Baltimore is here making an examination of the reser- voir for the purpose of determining some plan for repairing it. Williamsport. this county, the business in- terests of which have been so seriou-ly affected by the destruction of the canal, is looking out | for other industries, and its citizens are mov- | ing for the establishment of several. The first ' to be put in operation will be a large steam flouring mill by Mr. F. H. Darby. The ma- chinery for the same has already been con- tracted for and the erection of the building will ' be commenced at once. Wnen completed the mill will have acapacity of 100 burrels per ¥. Messrs. Tyrone H. Edwards and Lehman Cooper of this city left yesterday for New York, from whence they will sail for Europe. Rev. E. H. Delk. aiso of this city, leaves to-day and will sail for Europe at the same time. ‘Lhese gentlemen will be absent several mouths. Some Account of the Ladies Who Cheer the Persian Potentate’s Hours, From London Modern Society, Without indiscretion, it may be noted that the denizens of the royal seraglio belonging to his interesting majesty, who are uuder the care of the Koji Bashi, or chief eunuch and his fel- lows, are about three hundred; that of these three hundred many are children, and two hun- dred, at least, are simply servants, a large num- ber being negresses. Each office of the Per. sian court has its corresponding dignity in the anderun. Few additions have been made of late years to the number of inmates of the royal seraglio and it contains absolutely no European or male persons over the age of eleven. Each royal favorite bas her separate pavilion and her staff of servants, her equipage. her jewels and ber revenue, The principal favorite generally has some bigh-sounding title conferred upon her sucn as “The del.ght of the state.” The ladies are uever seen abroad unveiled. save one or two of the hundsomer or more flighty of the number. who sometimes, when driving in their “glass coaches,” purposely give a rather liberal display of florid charms to passers-by in carriages or on horseback. The legends of tattooed Greek princes notwith- standing, it is quite certain that, as a rule. 0 man save the king enters the royal harem, or, having done so. leaves itulive. Various accomplishments, such as singing, playing on the band drum, or tum- bak, the tambourine or the harmonica are often acquired after the lady has been received into the seraglio, y the fresh arrivals and those who have failed to please live together in a sort of bar- rack under the supervision of the Aimin-i-Akda an oid favorite, who acts as « sort of ‘Mother be ; quiet but luxurious taste. ‘What the New Burgess Yacht ts Like, Inside and Out. A Boston special to the New York Sun says: The trim-looking schooner yacht Merlin, which gave the Sea Fox such a hard race in the re- cent regatta of the Eastern yacht club, gives Promise of a speed that will put all the big boats on their mettle before the season is over. Mr. Burgess in drawing her lines engrafted from all the other boats which have made his name famous ali their speedy qualities, and, 0 far as science and skill could make her such, the Merlin is @ winner. Mr. Wm. H. Forbes, her owner, is justly proud of her, even though her first race saw her in sccond place instead of at the head of the fleet. Her untried sails were strained out of shape, and before the race was finished they were in anything but a fit condi- tion for a first-class racer. Even with that handicap she pushed the New York boat to oue of the prettiest races of the season. ‘The Merlin is a center-board schooner yacht with a deck measurement of 110 feet and water line length of 90 feet, Her sailing measure- ment, according to the new rules, is 93.49 feet, Her bull is ited white and stands out of water, She draws 9 feet 3 inches without the board and gets an additional depth of about 10 feet when the board is drop; Her bow and stern are not unlike those of the Se- chem, sharp and clearly defined, just such a bow and stern as would be expected on ar a- cing boat. But the Merlin is a boat of greater beam than the Sachem, thereby combining comfort in cruising with speed in racing. This was Mr, Forbes’s design when he consulted with Mr. Burgess, and the result of the season's racing and cruising will show if the combina- jon has been a success, The Merlin’s spars are of medium weight, and her spread of canvas is graded accordingly. ‘The yacht is rigged solely with a view of cruis- | ing, the one feature wiich smacks of racing beingan enormous extension spinnak: r pole, which holds the spinnaker 73 feet over the side of the boat. The pole was designed by Capt. Crandall, the skipper of the yacht, and it is not surprising that he wants to give hie patent a practical test under his own supervision, S80 tar as the rigging goes it is the same as that on any schooner of ber size. The graceful manner which she rode the waves in the northeast gale, which was blowing at the time of the first race, showed that she a first-class heavy- weather boat. She stood up to her work better than any of the other boats and pointed well in spite of the heavy sea. In fact, she proved that ber name had been well chosen, and the handsomely carved figurehead of the Merlin skimmed over the water as though she was in reality a specimen of the finny tribe, After Mr. Forbes had decided upon the name Merlin he was asked if the buat wa3 named after the fish or the fortune teller, both bearing the same name. Mr. Forbes laughingly said be would leave the decision to the boat herself, and the trial trip showed that the figurehead of the fish was not out of place. ‘The Merlin has a handsomer deck than any of the schooners. A small cockpit 7 fect long, and shuped like a horseshoe, furnishes accom- modation fora number of guests. The com- panionway is fitted up witha circular stairway which pas to the main cabin. Below the deck are seen the evidences of the owner's ‘The appointments are rich and suggestive of the ease and com- forts of home rather than the cramped, op- vessive, and unattractive features of life be- low deck. All the rooms are finished in mahog- any and white, which offsets to advantage the rich draperies and uphoisterings, Aft ot the companionway is the ladies’ saloon —a charming rtment handsomely finished inred and pink. ‘The thick Wilton carpets give back no sound of footsteps. and hiavy tupestry portieres shut off the passage to the main cabin, ‘The cushions are upholstered in red and pink velvet, and costly cretonne cur- tains hide from view the Lerths on either side, ‘The skylight shades ‘and port-hole draperies e of silk. From the New Orleans Picayune. ‘The war in Hayti where the alleged rightful ruler Legitime is being driven into his last ditch by the alleged revolutionary leader Hip- polyte, has developed an interesting feature in the drafting of women into the army of the former. Legitime has been worsted on every field and driven back until domain is lim- ited pretty nearly to his capital city of Port- au-Prince. As his ermy has dwindied away largely by desertion to the other faction, he found himself without troops to man his forti- fications, for his city was long azo strongly fortified by the Spaniards and French who held it at different periods, In this extremity Legitimo has hit upon the plan of filling up bis depleted ranks with women, There being a surplus of the softer sex m the capital of the negro republic, it has been possible to enroll quite a number of these ebony Amazons, who are not embodied in ex- clusive battalions of their own sex, but are dis- tributed among the men. These women are dressed in masculine costume, and said to look very much like negro youths of the male per- suasion. She actually accompa- nied the shah as far as Moscow on his first jour- ney to Europe, but the attempts to sce her made by the Russians of all classes were so pertinacious that, to her great disappointment. she was sent back to Teheran.
