CLARK, Notary Public. ——__—— + = ‘The time for the great celebration which will attend the twenty-fourth triennial conclave of the grand encampment of the Knights Templar ot the United States is rapidiy approaching, and the city should at once be tidied up and the streets put in proper condition for the affair. ‘The opening session of the conclave will be on Tuesday, October 8, and the grand parade, which will be participated in by some twenty thousand Templars, and will undoubtedly be the finest non-military parade ever held in Washington, will come off some day of the week that the conclave is here. = The work, therefore, of repaving or resur- facing Pennsylvania avenue should be entered upon without a moment's deiay, in order to have it finished in season for the parade. The contractor and the street railway company should co-operate in expediting the work. The railway company should at once put down grooved rails in place of the detestable T rails, and should pave its tracks in conformity with legal requirements in season to allow Contractor Cranford to go on with his work of repaving without delay. And the Dis- trict authorities should see to it that there is no hitch in the prosecution of the work, or op- portunity for either the contractor or the rail- way company to throw the blame for delay on the other. The fact that there is to be an ex- tra session of Congress this fall affords another reason for hurrying up the work of repaving Pennsylvania avenue, $$$ The latest report about the resignation of Secretary Blaine is of the same stripe as the dozen others which have preceded it, and de- serves the same treatment. The Secretary's Political enc m to hope, by a perio cal revival of the story of his failing health and his discontent with the administration, so to embarrass the relations between himself and the President as to drive him into resigning. Their ingenuity in devising new schemes and versions is abetted by the craving of certain newsgatherers during the dull season for something to write about that is sufficiently sensational to stir the palates of their constitu- ency. It is a noteworthy circumstance that Mr. Biaine’s foes have this time chosen a period when both the Secret. and his son are hun- dreds of miles away, and there is no one on the spot to publish an authoritative denial, to issue their favorite bulletin. To say nothing of the richt of the public to the truth, which is thus reckIvssly invaded, there is an unmanly quality about such a style of warfare that makes it repugnent to fair-minded people. ary $e Is it che addiction of the ordinary policeman to white cotton gloves. year in and year out, which makes him so fierce in his condemnation of undressed kids—along the river front? Se The reproach which some unfriendly critics in the north have endeavored to cast upon the general administration of justice in the south because of the unwillingness of the jury in the MeDow case to convict the defendant of mur- der. is unjust. Whatever other instances may be forthcomimg to sustain such a char ge against a section of country where the old Practice of settling personal feuds hand-to- hand has not quite passed into disuse, in this Particular case the community must be ac- quitted of complicity in the work of the jury. McDow was a somewhat prominent citizen and @ “gentleman” in the narrower sense of having a fair ancestry, a polite education. and a place in the society of Charleston. A good many Persons ia the north, on these grounds, ven- tured to ict that he would notbe punished. But even these prophets must have been aston- ished at the outburst of popular indigna- tion which has followed his acquittal. On every side crop out evidences that the sentiment of the people was with the victim and against the er.
