B. Noves, Treasurer Evening Star Newspaper Company. Subscribed and sworn to before me this frst day of July, A. D. 1889, Jom T. C. CLARK, Notary Public. The wild western prediction that Chicago will one day be the largest city in the world seems now to be making some steps toward iultillment. ‘The pending question of annexing acre suburbs having been settled in the affirm- «tive, the Lake City will resemble London in the tanltitude of its social wheels within wheels. Not only will its population be vastly magnified, but its area in square miles as well, About twenty Years ago the Illinois legislature, in an hour of relaxation, passed a burlesque bill ceding the city of Chicago to tho state of Indiana. The joke was well carried out and caused wide- spread amusement by what was then regarded as its absurdity, But, after Hyde Park accepts her share of municipal responsibilities, any farther extension of the city eastward will actually be subject to the alternative of either ceding Chicago to Indiana, or ceding a part of Indiana to Chicago. The struggle on Saturday over the annexa- tion issue was bitter. Manufacturers who had established themselves just outside of the city so as to be within easy reach of a great market and distributing center without paying heavy taxes on their plant, and petty village office- holders, who foresaw in the proposed union the wreck of their dignities and the cutting off of salaries and perquisites which had helped make life worth living, fought against the change with might and main. The people who ha suffered for lack of proper postal and police facilities and other modern conveniences, and who were already Chicagoans in heart, how- ever, carried the day overwhelmingly against opposition from influential quartera, Chicago now, with her eleven hundred thousand pepu- lation, will take rank as the third city in the United States; and it is claimed that Philadel- phia. which has heretofore prided itself on covering the largest area of any city, will have to step down into the second place. = = The newspapers are being extensively used just now to herald the fact that Mrs. Leslie Carter, who as plaintiff in the late malodorous divorce suit in Chicago was sent out of court badly smirched, and, as one would have thought, hopelessly disgraced, is “studying for the stage” in New York, and will appear asa full fledged “star” in that city early the coming fall, This was rather to have been expected, as things go nowadays, but it is none the less to be regretted. Instead of going to the theater to see plays correctly produced and properly acted, as used to be the case, there will soon be, at the present rate of declension, no other attraction on the stage than notorious women and their costumes, or lack of costumes, as the case may be, Histrionic talent no longer counts, The strict enforcement of the high license law in Philadelphia has, it is said, made emi- grants of many keepers of low-class law-break- ing saloons, who are descending in consider- able numbers upon Baltimore, where the license charge is very small and the law against un- licensed saloons is not rigidly enforeed. Ccn- siderable impetus is thereby given to the move- ment for higher license and greater vigilance in applying this lawin Baltimore. If hostile legislation against these immigrants is secured in Baltimore the next stage of their migrations will naturally bring them to Washington. ‘They will furnish to this city the same argu- ment with which they supply Baltimore for an inerease of the rate of licenses and a stricter enforcement of the law. The capital must not be permitted to become the city of refuge for law-breakers whew the sterner laws of her neighbors in effect expel from their limits. Dr. McDow's jury has justified his highest expectations. The seven colored jurors upon whose prejudices against editor Dawson he relied for protection voted to acquit. But the five white jurors who had not these prejudices also voted for acquittal, and the verdict con- veys no distinct lesson in respect to the pre- dominance of colored men in southern juries trying whites for murder. The McDow trial goes toswell the record of cases which show the extrewe rarity of instances of the legal punishment of homicides by white men in some of the southern states. In this particular case it wonld seem to one who has followed the newspaper reports of the evidence that there must be some irresistible popular tendency, or some facts, or some general impression outside of the evidence, to influence the jury, in order to account for their prompt and unhesitating Verdict of acquittal. ‘The appointment of Fred. Douglass as minis- ter to Hayti honors the colored race through ove of its foremost representatives, and in turn Mr. Douglass will, it is safe to say ,s0 per- form the duties of his mission as to reflect honor upon the administration which sends him. The colored race has beon securing “recognition” in the shape of domesti> ap- poiutments, and is now topping off its acquisi- tions with a foreign mission. $$$ Probably only two things in Paris this season are higher than the Eiffel tower. One isthe cost of hotel accommodations and the other the bigh old times of some of the visitors, oo The administration has covered itself with Noiseless powder is said to be finding favor with military authorities abroad That will tend to mAke war mach more geucrally a lar, for raw soldiers report that, next t0 being killed by a gun, the most disagreeable thing is to be frightened to death by the noise.
