The anti-prohibitionists have to overcome the 6,000 majority in a total vote of Jess than 25.000, by which the amendment was carried in 1896; and, more than this, they must swell their own majority until » three-fifths ‘vote has been secured. They are encouraged in this formidable labor by the fact that since the election of 1886 foreign-born citizens ex- ceeding in number the prohibition majority have gained the right to ete in the state, by va- Fious indications of a change of opinion among many who formerly favored constitutional prohibition, and by the influence of the recent decisions of Massachusetts, New Hampshire, and Pennsylvania on the same question. The overwhelming defeat of prohibition in Pennsyl- vania is doubtless to be attributed in part to the fact that a fairly good license system is now in force and on trial in that state and that it has been vigorously and effectively enforced in some of the large cities, the liquor centers of the state, with greater practical results in abolishing saloons than constitutional prohibi- tion itself might accomplish in the same places, The situation of Rhode Island is not the same in this respect, and a smaller propor- tion of the temperance people who question whether constitutional prohibition prohibits may be expected to vote against the existing Jaw in Rhode Island than the proportion of this class in Pennsylvania who voted against merely a proposed law, which would overthrow # practical temperance measure that appeared to be working well. To vote prohibition otft of the Rhode Island constitution is to leave the state for a time at least without state restriction upon the liquor traffic. For the reasons sug- gested the contest of to-day is somewhat more doubtful in results than the other recent bat- tles over constitutional prohibition, but the anti-prohibitionists are apparently a trifle more contident of victory than their opponents, eo The award this year of the Kendall scholar- ship for a course of instruction at Columbian college to @ High-school girl instead of toa High-school boy emphasizes the fact that Washington has recently broadened its rea- sonable claims as an educational center by providing local facilities for the higher edu- cation of women. The authorities of Colum- bian college were called upon some time ago by correspondents of Tar Star and others to open their doors to both sexes alike. It was voted by the faculty last month that ladies should be admitted to any of the classes on the same termsand with all the privileges of male students, such as had been previously en- joyed by ladies in the medical school and theCor- coran scientific school, and this month for the first time in its history the Kendall scholarship is won by agirl. The Jobnstown sufferer who calls for our special sympatby and «assistance is he who sticks to his post bravely and tries to build up again what the ancontrolled forces of nature have laid waste, —_—_ - Thirty counties of Pennsylvania, which con- tain no large cities, voted for the prohibition amendment. Under a local-option law these counties would, of course, choose prohibition, ‘They would enforce it and wonld profit by it. The remaining counties of the state voted against prohibition, those containing large cities like Philadelphia and Pittsburg giving such majorities against the amendment as 98,750 and 27,086. The people of Pittsburg and Philadelphia evidently believe that the highb-license law, as it has been applied in these cities, will accomplish more in reducing the liquor traffic and mitigating its evils than con- stitutional prohibition as enforced or unen- forced by local officers and local juries. It is not to be believed that nearly everybody in the cities of Pennsylvania and the people of a great majority of the counties of that state are the mere servants of the liquor interest. Evidently the great body of good citizens are of opinion that a law sach as the state now has is a more effective curb upon the liquor traffic in the cities than prohibition, and many people in other states who are as far as possible from subserviency to the saloon influence agree with them. But Pennsylvania will not have a model system of dealing with the liquor traffic as long as high license, which is found the most effective probibitory measure in the greater part of the state, is forced for this reason upon thirty counties in which it is not the most effective, since direct prohibition can probably be enforced in them through the power of local sentiment A Jocal-option system should give these thirty counties the Privilege of adopting and enforcing a local Prohibitery la ————— - Some convicted train-wreckers in Ohio were recently sentenced to fifteen years” imprison- T™ment.
