President Patton, Senator Gray and other distinguished graduates also made speeches, THE M'COSH MEMORIAL STATUE. At 4 there was the presentation of the MecCosh memorial statue by the class of '79 in Marquand chapel. The address was made by Rev. A. W. Now that the worst is over at Johnstown and affairs are assuming a business-like appearance, the citizens are anxious that the municipal au- thorities should lay aside all prejudices and co-operate with the state officials in their work. From the day Gen. Hastings assumed command BURKE THE SUSPECT. He is Arraigned and Remanded for Ten Days—Evidence Against Him. Chief McRea, of the Winnipeg police, is sat- isfied that the prisoner Burke is no other than one of the Williams brothers. He is not treated asan ordinary occupant of a cell, but is pro- vided with a fairly good bed and is furnished with meals from a hotel at his own expense. He sent for his lawyer, Isase Campbell, yes- terday, and had a long interview. Lawyer Campbell afterward told Chief McRae that the prisoner demanded that he be dismissed or brought before a magistrate, declaring that if this was not done awrit of habeas corpus would be applied for in the higher court. Burke was arraigned before a police magis- trate yesterday and remanded for ten days at the request of Chief McRae, who submitted telegrams from the Chicago authorities to the effect that papers and copies of photographs tending to show that he is the mysterious Wil- liams were on their way. Burke was very nerv- strengt! concluded it would be useless to comply with the request, and the prisoner went back to jail ‘Two mysterious individuals, strangers in Win- nipeg. were in court and endeavored to engage in conversation with the suspect. They were, however, prevented. It is surmised that they are there in the interest of people who are anxious that Burkeshall not be returned to Chicago. EVIDENCE AGAINST BURKE. Asummary of the evidence affecting Burke and which it is expected will be immediately submitted to the Chicago grand jury is as fol- lows: ; A prominent North Side Irishman will testify that but a few weeks before the murder Burke remarked in a public place that Le Caron should have been killed before he had a chance of leaving for England. and that there was an- other fellow who would get it before he was POWDER Absolutely Pure. BAKER & CO., Dorchester, Mass. It will be shown that Burke and ex-Detective Coughlin were frequently seen together in saloons on the North Side, and that the former was a frequent visitor at the cottage of Police- man Sullivan. But the most important witness will be old Mrs. Philbin, Burke’s aunt, and with whom, at Erie and Sedgwick streets, he boarded. By her it will be shown that he lost his position in the city sewer department last = December and has since had no employment. The sensation of the day was the commit- ment for contempt of courtof W. E. Bell, of the situation the local officials have shown a marked indifference to all that was being done by the commander ina work which was for their benefit alone. On several occasions the general has attempted to secure a conference with the town officials, but without success, and he fully made up his mind if an interview should take place it would be at their request. Yesterday be received an invitation to be present at a meeting of the town council, Which was held in Alma hall. President Alex: rf Kennedy was in the chair, and the first business transaction was the election of succes- sors to the drowned treasurer and clerk. The body decided to postpone the election of mem- bers for the second, fourth and fifth wards to chief clerk of the Western Union telegraj company, of which brief mention was made in Tse Star, The grand jury wished to se- cure copies of all telegrams und cable dis- patches addressed to Alexandria Sullivan, Dan Coughlin, J. J. Maroney, W. G. Melville. or A. G. Melville, which had been received at the Chicago office since March 1, The telegraph company’s attorney stated that if the company violated the obligation of secrecy under which Messages were sent they were liable for dam- ages, Asa defense against such suits the at- torney suggested that States Attorney Longe- necker get an order committing Mr. Bell to jail for contempt of court, unless the telegrams were turned over to the jury. The order of commitment was issued, and Mr, Bell went to the ottice to direct the hunt for the telegrams, egg - take places of Jacob Swank, W.N. Pike and Dr. W. Beam, who were also victims of the floods. To OCCUPY THE SITE OF THE PARK. On behalf of the state government Gen. Hastings offered to build a number of tempo- rary business places in the central part of the city, an offer which was accepted. It was eed that permission should be granted to tie citizen merchants who wish to resume busi- hess at once to locate temporarily on the of the town park for the space of eighteen mont after which time they must secure other permanent quarters, The committee on borough property was empowered to distri- bute the sites, and it is expected that they will encounter many difficulties, as all the mer- chanes are desirous of locating on the main thoroughfare. In order to prevent any dispute between property owners as to the dimensions of their estates it was ordered that the deeds should be carefully examined and surveyors would stake off the plots accordingly. Then member W. C. Lewis moved that the government of the city be taken out of the hands of the mihtary. General Hastings re- phed in an impatient tone: “I am ready to re- move my troops atonce. It is my desire, and always has been, that you should resu cipal government as soon as possibl t Rennedy interceded here and said that the work being done by the guards was too valuable to allow of their departure for a while yet, which view at once became general. WORKMEN TO BE PAID. Chairman Moxham, of the finance committee, caused posters to be placed about the town yes- terday announcing that the policemen, team- sters and messengers employed by the city re- lief committee would be paid their first instal- ment of salary next Thursday at the Fourth ward school house. This announcement caused much rejoicing among the workmen, who have been expressing much dissatisfaction at the non-payment of their wages, and as a result the colored proprietor of the Fourth Ward hotel, the only open public house in the town at the present time, was compelled to secure two ad- ditional bartenders. Manager James Williams, of the local water Works, said yesterday that the mains were all od condition. He could not furnish the 4 with any water, however, for a short time Yet, as the fifteen fire hydrants had been en- trely destroyed and it was found necessary to cut off this suppiy. He estimated the loss to the works at £20,000. The medical staff yesterday presented Miss Annie North, a nurse in the Bedford street hos- pital, with a handsome gold watch in recogni- tion of her faithful services, An open outbreak between the Women’s 6o- ciety of Pennsylvania, and the same society of western Pennsylvania, has resulted in a sepa- tation of the two societies and separate head- quarters have been established. The old fight between these two caused the disruption. Gen. Hastings and Superintendent Pitcairn left Johustown at 6 o'clock last evening for Al- twona, where they are to meet Gov. Beaver at the Logan House. The governor decided at the last moment not to visit Johnstown and tele- graphed to the general to meet him at Altoona, that he might get an idea of the progress be- ing made upon the ruina. -- — Washington-Lee University. Yesterday was alumni day at the Washington and Lee university and the annual meeting was largely attended. The board of trustees was in session all day. The new chair of constitu- tional law was filled by the election of the Hon. John Randolph Tucker, LL.D. The Y created department of history and ora- tory was filled by the Rev. H. A.
