Telegraph, tele- phone and electric light wires are being idly replaced. The telephone system will a in a few days, and the electric light ina few weeks, The water works are already in operation. A Young Man Strung Up to Force a Con- fession of Theft. Caicaco, June 12.—A dispatch from Topeka, Kan., says: News reached here yesterday from Jefferson county of the attempted lynching of Charles Larkins, suspected of theft, Sunday evening. New Onreans, June 12.—The Picayune’s Aberdeen, Miss., special says: The largest crowd that has been in Aberdeen since the hanging of Jones and Miller in 1882 was here yesterday to witness the execution of Sylvester Clark and Harrison Blackburn, colored men, both tried and convicted in the circuit court for murder- ing Capt. Pat Hamilton in this city on the night of December 31 last, Blackburn con- fessed the crime and implicated Clark. Their case was carried to the supreme court, where the decision of the circuit court was affirmed. After Blackburn first confessed he claimed that ‘dl he had said was a lie. Clark held out to the last that he was innocent, but Blackburn's con- fession before the coroner’s jury and the cir- cumstantial evidence was so great that their guilt was plain. Sheriff Marshall with the neg company escorted the men from the jail to the gallows. Neither had a word to say, ‘Promptly at 12:30 the trap was sprung and they paid the penalty of their crime, which was one of the most hor- rible ever committed in this state. While the and on Saturday the farmer missed his gold watch and ring, and accused Larkins of steal- ing them, which was denied. The farmer told the neighbors of his suspicion of Larkins, and it was termined to hang him until he owned up. He was taken ont ina field toa tree, when a rope was placed around his neck and he was told to confess. He refused, and was jerked into the air, buthe was let down. He was given another chance, but he more stoutly de- clared his innocence, and was again suspended. When finally cut down he was —_ pa to be dead. Recognizing the gravity of their offense the lynchers cory pice tt After two hours’ work Larkins was resuscitated and taken to the farmer's house, where he now lies in an unconscious condition. The participants in the lynching are all known, and are in a fear- ful state over Larkins’ condition. eres AGAINST FOREIGN MEATS. England Proposes to Imitate America in its Legislation. Loxpox, June 12.—The notion that there is some imperative necessity for protecting the consumer of meat against disease and death, universally supposed to be lurking in the for- eign-grown article, is that latest importation from America. English newspapers have searcely done ridiculing the American states, which attempt to protect their own producers of meat under cover of protecting consumers, when. lo, and bebold, John Bull is learning the same trick and clamors for precisely the same sort of legislation. Of course the pretext is here, as it is in America, that the article not grown at home is liable to be unwholesome and requires looking after; but when the advocates | of a costly and cumbersome system of inspec- tion are those interested in meat production at home, and those only, there is reason to suspect THE DISINTERESTEDNESS OF THEIR MOTIVES, Mr. Yerbergh, the tory member for Chester, is the statesman who is pushing this measure im the house of commons, and he expects at the next session to secure the appointment o: aselect committee on the subject. Little is heard about the unwholesomeness of American meat, but what appears to rankle in the breasts of these reformers is the fact that retailers sell American meat for home grown, and so secure # large profit. Mr. Henry Gladstone, son of the ex-premier, who is a merchant in Calcutta, is coming home for his father’s golden wedding celebration and will be here next week. The whole family will then be reunited for the first time in many years. Some alarm is expressed by medical experts at the possible evil results of the present over- crowding in Paris during the exhibition. The statement is made that with the hot weather, impure water, and notoriously bad sanitary ar- rangements of Paris au epidemic is being invited by the overcrowded condition of the city. The government is being urged to have all the drinking water supplied at the exhibi- tion boiled before usiu; > es A Murder Mystery. Curcac’, June 12.—A dispatch from Indian- apolis s ys: The Indianapolis police are excited over a murder mystery. Yesterday morning the body of Thos. Kinney was found upon the street. His neck was broken and his skull crushed. When last seen he was half intoxi- cated in the company of a married woman, whose husband was heard to threaten Kinney. The police have not been able to find either the woman or her husband. It is the belief of the police that Kinney was killed in a building near the place where the body was found, and was then thrown from a fourth-story window. ——— A Traveling Man Shot. Kawsas Crry, Mo., June 12.—J. H. Wellington, a traveling man, whose parents live in St. Louis, and are said to be very wealthy, was shot and killed on the street at Clay Center, Kan., lastnight by Dr. J. H. Stewart, the lead- ing physician of that place. Wellington's in- timacy with Dr. Stewart's daughter, which re- sulted in separation between her and her husband, was the cause of the shooting. The lady was the wife of E. 8. Head, cashier of the People’s bank of Clay Cente: —_—-___ A Brilliant Wedding. Nevapa, Mo., June 12—The marriage is just announced of C. E. Jestus, a wool merchant, of Hepler, Kansas, and Miss Emma Bond, the Illinois school teacher, who was so terribly abused and ill treated by a gang of ruffians near ‘Taylorville, Illinois, in 1882. The committee of the Georgetown and Ten- leytown railway company, consisting of Gen. R.C. Drum, A. T. Britton, W. A. Gordon and R. H. Goldsborough, appointed to inspect the electric street railway system in Boston and Atlantic City, have returned. They found that the system in operation in those places met with the approval of both the citizens and the officers of the companies, The over-head wires are used exclusively at Atlantic City, and at Boston they are’used to some extent in the business portion of the city in connection with underground wires, The latter, the committee state, have not given satisfaction, and it is | ge now to replace them with the over- ead wire. The West End company, which has the monopoly of the street-car business in Boston, are now operating about 30 miles of electric road, and they intend to in- troduce electricity during the present season over the entire mileage, which is about 262 miles. In the opinion of the officials of this company electricit more efficient and less expensive than hor @ street car motor. The committee from this city have returned impressed with the decided utility of elec- tricity, and on Saturday next they will report to the meeting of the directors in favor of one of the two systems operated in these places, One of these systems is the Sprague and the other is the Thompson-Houston, ‘The latter is the one now in use on the Eckington road in this city, Both systems use the overhead wires, ‘The work of laying track on the Tenleytown road has been delayed by the Johnstown dis- aster, as the rails are to be furnished by one of the companies in that place. ‘The directors ex- pect that in the course of a few weeks the work will be resumed. It is believed that the road will be completed this season. MONTGOMERY COUNTY, MD. A Judicial Decision—The Post-Office Question, etc. Correspondence of Taz Eventno Star. Rockviue, June 11, 1889. Post-office Inspector Maxwell yesterday paid this town a visit for the purpose of ascertaining the true state of affairs in regard to the loca- tion of the post-office here, about which peti- tions had been sent to the Post-Office depart- ment. He inspected the present location of the office and, after consultation with several citizens, left in the afternoon for Washington. Cards have been received here for the mar- riage at Elizabethtown, Ky., on the 20th inst., of Miss Mary Virginia Sommers, daughter of the late Dr. A. H. Sommers, of this place, and Mr. Wm. H. Marrcott, a lawyer of the former place. Miss Sommers was for several years a resident of Washington, John J. Higgins, secretary of the school board, has notitied teachers that the public schools will close on the 14th inst., and that the Teachers’ association will meet on July 5, at which time teachers will be paid for the sum- mer term. Teachers’ certificates of the first class of either first or secend grade, which have expired at the endof the curaent schvol year, will be renewed upon the hoider passing @ satisfactory examination in “methods of teaching.” Certificates issued last year where the general average was over .85 will be re- newed upon the same terms, provided the ap- plicant has taught in the schools of the county tor the past year. t Mr. John R. Miller, a worthy citizen of thie place and for the past twenty-five years crier of the circuit court, is dangerously ill, with but little hopes of his recovery. Quite a sensation was created here to-day | when it became known that the counsel for the county commissioners had called the attention of the board to the recent decision of the court of appeais in the case of the town authorities of Laurel, Md., against the commissioners of Prince George's county, in which the latter claimed the county taxes levied in the corpora- tion for the use of said town, and in which case the court of appeals had declared the law uncon- stitutional, Under the provisions of the charter of Rockville the town has for some years been grunted two-thirds of the county tax paid on property within the limits, and it now looks as if this source of funds for im- provement will be cut off and that only munic- | Ud taxation can be looked to for revenue. ‘he towns of Gaithersburg, Poolesville, and Barnesville are shortened under similar provi- sions. The county commissioners have as yet taken no definite action in the matter, but their decision is looked for with grest “Assinge ere WELL TAKEN CARE OF.
