The Star Out of Town. Tse Evesixa Star will be sent by mail to any address in the United States or Canada for such period as may be desired, at the rate of fifty cents per month. G2 But all such orders must be accompanied by the money, or the paper cannot be sent, as no accounts are kept with mail subscriptions. ey Col. Hains estimates the damage to the Poto- mac river improvements at 150,000. This amount is precisely the same as that which the House proposed at the last session to appro- priate for this work. A continnance in this niggardly policy of appropriation, if the aver- age of damage-working freshets is not in- creased and no more river and harbor bills should be vetoed, would just about work an off- set to the loss from floods, and keep the flats indefinitely in a half- finished condition, inviting destruction. But some river and harbor bills will be ve- toed, and the expenditure for repairs, there- fore, threatens to exceed the receipts from ap- propriations, with the result, according to Mi- cawber’s bookkeeping experience, of misery. It is time that this miserly method of treating the improvement of the river of the capital should give way to a wise and economical libe- rality. The House at the last session took the initiative for the first time im proposing to ap- propriate for this work, and did not leave that proposal, as sual, to the Senate. It is to be hoped that the House will at the first opportunity next winter not only renew its proposition to pro- vide for the work, but propose a substantial appropriation adequate for the purpose in- tended. If Congress acts the part of a wise and considerate local legislature, as the Con- stitution intends that it should, it will not only finish rapidly the flats improvement, improv- ing at once the health and harbor facilities of the city, but will remove the Long bridge and cause to be substituted for ita structure which will not obstruct the course of Potomac fresh- ets like a great dam, threatening the reclaimed ilats, the river front and the low sections of the city on the occasion of every rise in the Potomac. ———————$—-=——____ The Brighton Biues is the name of an organi- zation of pretty girls on Staten Istand, ranging in age from fifteen to nineteen years, who have learned the manual of arms under a professional instructor, and march and countermarch, shoulder and carry and ground arms, charge bayonets, take aim and fire with as much pre- cision, it is said, as any male militia company in the state. This is an emancipation from the couventioual trammels of sex, and no mistake. The young ladies who practice boxing, fencing and bicycle-riding for exercise will have to step to the rear when tested by the new stand- ard, for their accomplishments are purely per- sonal and unrelated, while those of the Brighton Blues have a semi-public character. The Staten Islanders have chosen a form of amuse- ment which is, at least in appearance, of poten- tial value to society. How useful they might be as defenders of their town in certain martials| emergencies could not be judged without ex- periment, but the presumption is fair that a woman who knows how to be a soldier would at least be worth as much as one who doesn't, —— There need be no doubt of the sincerity of the declaration by United States Brewers’ association that no money has been, or will be, spent by the organization in any but a legiti- mate manner, in election campaigns involving questions of importance to the brewing trade. The only question that remains to be settled is what methods the brewers consider legitimate in political warfure. Itis @ common plea of temperance orators that any fermented drink is injurious to health, and it might be policy for the beer interest to show that, whatever may be said of the products of distilleries, malt liquors at least are harmless, With a view te convincing any doubting voter, what would be more natural than that they should give him all the beer he can conveniently drink for acertain time prior to election day? Would this be legitimate? It is the device resorted to by many compounders of polishes and washing- fluids, cough lozenges and stomach bitters in the ordinary run of trade, and no one cries out agaiust it. If the beer-mukers should carry it iuto politics who dare complain? ——— + An extraordinary similarity is noticeable be- tween some of the accounts of events connected with the breaking of the South Fork dam and the description of a similar disaster in Reade’s novel “Put Yourself um His Place.” Many cir- cumstances would naturally be reproduced, the imaginary and the real cases being much alike in foundation facts, but it is remarkable that down to the very details the accounts resemble each other. Even Reade’s horseman, gallop- ing in front of the flood with his loud but un- heeded warnings, turns up at Johnstown in the ‘shape of a multitude of so-called “Paul Re- veres.” There is this difference, however, in the two accounts, that the novelist’s solitary -hotseman saves himself, while nearly all of the reporters with great presence of mind drown their man in the flood and avoid the necessity of producing him in evidence to substantiate the story. > The Commissioners decide that the carriage blocks need not go, unless they are so inclined, The argument that in some instances they are of service to the lame and infirm, and that from their situation they are not particularly dangerous as street obstructions, has pre- vailed. There are other and more serious street nuisauces which demand immediate at- tention more argently than the comparatively harmless blocks, put the modern tendency is clearly in the direction of ridding the streets of these obstructions also, and the ancient mas- sive stones, disfiguring, if not especially dan- gerous, must gradually disappear. Owners of bloeks which are larger than those authorized by the building regulations, though not com- pelied by the authorities, onght of their own accord to remove them as ugly and old-fash- ioned, stamping the city as non-progressive. oo The local post-office commission will attempt to rent new quarters for the post-office. This plan is much preferable to a removal to the Pension building, and should be steadily but unsuccessfully pursued until Congress meets and appropriates for the purchase of a con- venient site and the erection of suitable build- ing. ‘There is a faint suspicion hovering in the air that the reason the “tickers” were restored to use by the New York stock exchange was because the brokers got « taste, during the interval of disuse, of the average speed of the Professional messenger-boy.
