Haare Ayn Srnzxern Gen. Ordway Talks About the Coming Encampment. Gen. Ordway addressed a meeting of the Dis- trict militia officers at headquarters Satarday night on various topics affecting the interests of the guard, referring specially to the coming encampment at Fort Washington. This, he said, would be a permanent institution, and in time there will be various improvements puton the reservation for the benefit of the guards- men. There will be certain expenses, he ex- plained, outside of the necessities of the camp that would have to be met by the assessment of 2 on each member of the guard, but he wanted it understood that the money would be consid- ered as a loan and would be repaid when a de- ficiency bill was passed bj by Congress.
