Murrell, of the Missouri, has had to undergo lately has proved too much for him. All thatthe mere sentiment of mercy Fequired was that he should land the unfor- tunates; but, in view of the facts that he bad already disposed of enough of his cargo to make room for some hundreds of passengers, nd that a long delay at that distant port would eause great hardship in many instances, he obeyed the promptings of his heart rather than those of cool caution. The sequel shows that he did the right thing. His employers have testified their approval by helping to make him the hero of the hour; the owners of the Danmark have ordered their agents to pay for the jettisoned cargo, so that not a dollar will Be lost by any of the shippers as the result of his action; and, in short, the Murrell incident Goes to establish a precedent for shipmasters generally which is bound to encourage and cultivate the spirit of humanity on the high Beas everywhere. ——— + The yellow fever has made its appearance in Florida. Timely warning is given to that state ‘nd to the southern and middle states, and all the large Atlantic coast cities ta take precau- tionary measures. Florida's former policy of denial and concealment, which has permitted the disease to become epidemic before the adoption of vigorous measures, has resulted in the loss of many valuabie lives, great expendi- ture of money, and the damage or destruc- tion of many forms of business and the ruin of the men concerned in them. It should be, and probably will be, abandoned, and an avowed policy of vigorous prevention adopted in its place. In this way only can the fever be held in check. The warning to the Atlantic coast cities, including Washington, is to bestir themselves in the work of spring cleaning, and to putthemselves in condition to resist any threatened epidemic. The city must look to its sewers, streets and alleys, the river front, the flats, and all existing conditions which promise to become public nuisances under the summer sun. The citizen must purify his house and back yard. A few cases of the most dreaded of diseases are liable to appear at any time in a crowded coast city in spite of all pre- cautions, but epidemics are built upon the con- tributory negligence of the victims, $< It is questionable whether the French gov- ernment played a wise card when it incited, even indirectly, the expulsion of Gen. Boulan- ger from Belgium. In the latter country he would have been likely, if engaged in a plot to estroy the republic, to betray himself some- time by careless words or movements. In En- land, however, being among people of a different ract and speaking a different tongue, he will be caution itself. Moreover, it will be impossible to keep the close watch on him in London that might have been kept in Brussels without his discovering it and being able to throw his enemies’ spies off the track. There are in England to-day a little group of Bona- partist sympathizers, including both French emigrants and native Britons, and perhaps more soldiers of fortune than can be found in any other country of the world, now that Spain is enjoying a respite from her civil wars. No Detter site could be chosen for the headqnar- ters of a revolutionary movement to be exe- cuted on the other side of the channel, Bou- langism may therefore be said to be striking its roots into the most friendly sort of soil, thanks to the misdirected zeal of some of the general's distinguished countrymen. - —- Accheerful feature of the rescue of the Dan- Mark passengers and crew is the fact that everybody is willing and anxious to stand or meet the loss of the part of the Missouri's cargo which the rescue demanded. The captain and owners of the rescuing vessel were ready to un- dergo the loss, New York merchants offered to contribute the amount, subscriptions exceed- ing the loss have been made as a testimonial to the Missouri's captain, and now word comes that the owners of the Danmark will reimburse the rescuers. Praise of the captain's heroism isone thing and the payment of money is another. In this case gratitude and public ad- miration and approval of a good deed take a practical and substantial shape. ee Yesterday a bicyclist ran down one pedes- trian and a wagon-driver another at street- erossings in thiscity. Theoretically the pedes- trian has right of way at such crossings, but Practically he or she has no rights which a reckless driver or bicyclist is bound to respect, Apparently some more of such offenders must be indicted and imprisoned before this form of eriminal carelessness can be checked. ——— Three persons killed at Wilmington yesterday ewell the list of this years’ victims of railroad crossings at grade.
