Notary Public. —— — + _ A STAR OF THE FIRST MAGNITUDE Saturday the Banver Day for Journal- ism In Washington, ‘The figures given above tell a very interest- ing and useful story to business men and pe®ple im every walk of life who desire te reach the ere of the public with any announeement whatever. They need neither boasting, ampli- fication, nor comment, since they show that the circulation of Tae Star largely exceeds that of all the other daily papers published in Wash- ington added together. That the advantages of Tux Star asan advertising medium are prop- erly appreciated is also fully demonstrated by the fact that Saturday's issue contained nearly one thousand separate advertisements or an- nouncements, or, to be precise, exactly 956. Of this number 459 were neve advertisements, ap- pearing for the first time in that issue: and of the whole number 690 were of the class fa- auiliarly known as .".—that is, “Wants,” “For Rent. Business Chances,” “Lost tices,” “Personal,” ete.. etc. ‘This is the largest number of new advertise- ments that has ever appeared in a single issue of the paper! Tur Stax is the people's paper. It is a paper of to-day —uot of yesterday, nor last week. It prints all the news, local, domestic. and for- eign, and tells the truth about ud about all other things with which the people of Washing- tonare concerned. In fact. it has no other inter- est than the common interest of this commn- nity. This, im short, is the cause of its being, aud the secret of its success, — + One of the most eloquent and respected preachers in Washington took occasion yester- day to denounce Sabbath-breaking—by which, of course, was meant the non-observance of Sunday as a religious holiday—as a national xin. Whatever sin there is in it seems to be in- ternational, if the practice of other countries is compared with our own. The continental Sunday in Europe needs no description: and even in sober England « clergyman as devout as Robert Elsmere was before he seceded from the church and qualified himself to be the hero of Mrs. Ward's novel. thought no ill of per- forming the service of a priest in the chancel ou Sunday morning and having a jolly game of cricket with the boys in the afternoon. All sorts of people have all sorts of notions as to how Sunday should be kept; but nobedy will deny that there would be more improvement to the masses of the population in spending « partof the day among the books at the Con- gressional library, in studying the curiosities at *the National museum, or in contemplating the art works at the Corcoran gallery, if such places were accessible, than in a good many forms of amusement with which they uow do regule themselves once a week. a The dreadful accident to Mrs. Febiger yes- terday emphasizes the need of the utmost cau- tiem in driving over our asphalt pavements. It was most unfortunate that any chances what- were taken with the cracked carriage-pole, especially when a corner had shortly to be turned. The strain upon pole or shafts where horses change their direction suddenly and have to make a footing which will enable them to resist the momentum of the vehicle behind, is much more severe on a smooth road-bed than on one with a ribbed or broken surface, and to escape without a casualty under such conditions as those which prevailed yesterday would fall scarcely short of a miracle. — + The decision of Judge Wallace of the United States circuit gourt that laws for the burial of the overhead wires are reasonable police regu- Jations which states and municipalities may en- force without illegal interference with the rights of the Western Union telegraph company as an agency of the national government under the United States Statutes, clears away the latest obstacle in the way of the reform. The streets of our cities are post-roads because they are letter-carriers’ routes, and the telegraph company is authorized by Congress to main- tain its lines over and along any post-road; but this privilege, the court holds. is not so im- paired by a police regulation, merely fixing for the common good the manner in wh dines shall be maintained, that an invasion of the paramount authority of the national gov- ernment is committed. The Western Union and the other great corporations are of course largely identitied with the national government, and there has been some prospect that they would absorb this government altogether. Itia gratifying, therefore, to discover that « city can at least direct the corporation to bury its wires without committing an assault upon the United States. — ‘The secrecy of Commissioner Wheatley’s in- Yestigation of the charges in respect to the Management of the Washington Asylum, sug- geste that his inquiry is merely a preliminary View to ascertain whether a formal open inves- tigation ®ball be had, leaving it to the full beard or the new Commissioners, who will not be prejudiced in the matter, to conduct the real inquiry.
