NOYES. - Editor, HE EVENING STAR has the fillest Local Circulation of any Newspaper in the World. and as au Advertising Medinm is worth more than all the other yapers published __in Washington. Nothing practical can be gained by s discus sion at this time of the proposition to move the railroad tracks in South Washington from Maryland and Virginia avenues to K street, Congress is the only power which can effect this change, and Congress is not in session. Nobody is pushing that proposition at present, end the protest against ench removal, now filed with the Commissioners, is not wisely timed. If that protest is intended, as indicated fn some quarters, to serve as a counter-move- ment in behalf of the railroad against attempts by citizeus to compel the railroad to obey the laws, it is merely amusing. For either it is based upon a ludicrous misconception of the purpose of the present crusade against illegal tracks, or else it places a ridiculously low esti- mate upon the intelligence of the public which it seeks to confuse into believing that there is difference of opinion in South Washington in respect to that crusade. But there is no disin- terested person in South Washington, or any other part of the city, who will petition that the railroad may be permitted to break the Jaws with impunity, and to retain illegal tracks on the assurance that its friend, the Congress of the United States, will at some future time legalize its infractions of the law. Whether the railroad continues to occupy Maryland and Virginia avenues, or hereafter is removed by Congress to K or some other street, it is the duty of the local authorities to hold it to a strict | obedience to the law. Only the streets desig- nated, and the tracks anthorized by Congress can be legally occupied. Standing cars may not | block the streets. Trains may run only at the legal rate of speed. Grade crossings must be guarded as provided by statute.
