HIS FIRST i .PT10O} Brilliant Gathering at the White House Last Night—Social Notes. The state apartments of the White House were thrown open last evening from 9 to 11 o'clock. the occasion being a reception in honor of the Prince and Princess Takehito, of Japan. The invitations were sent out by the Secretary of State. The White House was in gala attire, brilliantly illuminated, decorated with bloom- ing plants and cut flowers, and the conserva- tory, that is now one mass of bloom, was thrown open. The — numbered about three hundred. At 9 o'clock the presi- dential party descended to the blue room, the Marine band stationed xz the vestibule play- ing “Hail to the Chief.” Col. J. M. Wilson and Lieut. Duvall led the procession. Presi- dent and Mrs. Harrison came next followed by Secretary Proctor and Mrs. Blaine, Secretary Blaine and Mrs. Windom, Secretary Tracy and Mra. Wilmerding. Secretary Rusk and | Mrs. Rusk, Dr. John Scott and Mrs. Scott-Lord, father and sister of Mrs. Harrison, Mr. and Mrs. McKee, Mr. and Mrs. Russell Harrison, Miss Margaret Blaine and Mise Mason, Secre- tary Haliord and Miss Lina McKee. The guests of honor and their attendants were in the red parlor. and as soon as the receiving line was; formed they passed into the blue parlor, and the Prince aud Princess Takehito stood next to Mrs. Harrison in line. The President stood iirst, and Col. J. M. Wilson made the presenta- tions. The Japanese uiinister, in full court uniform. stood in front of the prince sud princess with his face to the recety- ing party all the evening. Mrs. Harrison, whose face showed traces of her recent illness, but who looked very happy. wore a trained directoire gown of blue gray faille, the front having panel of pink silk: the square corsage was edged with gold and pearl passementerie. and filled and edged with lace. She wore dia- mond earrings and pins, and held a round bou- quet of pink roses. Next to Mrs. Harrison stood Prince Takehito, who is small in stature, wearing a very handsome conrt dress. The princess is taller than her husband. and she wore a trained dress of silver and gray striped brocade, front of blue silk veiled in white lace; the bodice had a pointed opening edged with lace and she wore a black velvet collar studded with diamond stars and large pendant of dia- monds, diamonds in her night-black bair and in the bracelets that were about her wrists. She held a bouquet of jucqueminot roses. Mrs. Blaine. who stood next in line, wore a handsome toilet of English rose satin, en traine, with & panel at the side of flowered pearl satin, ‘The Dedice had a pompadonr opening filled with lace, and the elbow, sleeves were edged with lace. Mrs. Blaine wore dixmonds in her lace; the coiffure was dressed high, and her man} friends here welcomed her return to offic society. Mrs, Windom wore a gownof pale blue brocade in darker blue, trimmed with revers of turquoise biu> velvet and lace; Mrs. Wilmerding was in a d2-olette dress of black Bruwels net, trimmea wish j for some ropes of jet that wer the shoulders. THE ONLY THING DONE WsS TO ALLOW THE USE OF ANY MOTIVE POWER IN PLACE OF HORSES EXCEPT ELECTRICITY FROM OVERHEAD WIRES— WHAT THE COMPANY ARE DOING ABOUT IT. There was but little legislation in regard to street railways iu the District at the last session of Congress, A number of bills were intro- duced asking for the extension of lines now in operation, but Congress failed to make them laws, The only piece of legislation affecting street railways was the adoption of a clause authorizing the roads to make use of any mo- tive power that might be considered advisable excepting, of course, electricity by means of overhead wires. THE PROPOSED CABLE ON SEVENTH STREET. As has been stated in Tae Star the Washing- ton and Georgetown railroad company have decided to avail themselves of this privilege by substituting cable power on the 7th street line of that road in place of the horses now in use, ‘The work of putting down the cables will be begun at once. THE POSITION OF THE OTHER COMPANIES on the question of motive power seems to be one of expectancy. They are not exactly satis- fied with the motors of yarious kinds that have been devised and they are waiting for such im- provements as will, in their opinion, make them decidedly superior to the present methods of street car transportation. THE METROPOLITAN COMPANY. The directors of the Metropolitan street rail- way company have had a committee looking up this matter for some time. One of the directors of the road said to @ Star reporter this morn- ing that new devices and improvements on old devices were coming out so rapidly that the en- tire method of transportation for street railways might be said to be in agransition state. The | company, he said. was not in favor of the cable | road, as it was thought # superior motor might be found. If such did not prove to be the case the company did not propose to lag be- hind, but would keep up with the procession and furnish as rapid and convenient transporta- tion as any line in the city. The attention of the directors, he said, had been called to a motor which seemed to be promising, and it was the intention to make a change from the noe power pow employed as soon a8 practic- able. PROPOSED EXTENSIONS WHICH CONGRESS FAILED TO ACT ON. While no bills authorizing tae extension of street railways passed at the last session of Con- Gress, a number were introduced. Perhaps the most important was the bill authorizing the Metropolitan road to extend lateral branches for their line on East Capitol street, both north and south. At present the northeast and south- east sections of the city luck the railroad facili- ties which the rapid growth in population ae- mands, and the bill was designed to mect this | necessity. Congress was also asked to grant | an important extension to the Eckington Ele tric road. It was proposed to extend the r from New York avenue down Sth street to street, and thence to the Treasury department. ‘There were some extensions asked for by tl Washington and Georgetown road, but the shared the same fate with the others. and Con- gress adjourned without doing anything in this direction, THE PROPOSED CABLE ON SEVENTH STREET. Dunlap, « director of the road, | was seen by a Stax reporter. to whom he stated | that the substitution of a cable road on Seventh street was only a beginning. and added: “As we have a right to change the entire road to this or any other system, having been granted the power by Congress ina bill passed some time ago, it is quite likely that the cable system will Le adopted for the Avenue branch probably not a great while after the completion of the Sev- euth street branch. Not one minute of time will be lost in pushing this work ahead. No; no engineer has been selected, but I am quite sure [know who it will be, au engineer well up in cable railroading. No surveys will be made until an engineer has been finally selected. Meetings will be beld day and night until every detail Las been settled. ————— DISTRICT GOVERNMENT. AGAINST THE TRACKS ON K STREET. The Commissioners have received a petition from Thos. Cullin and forty other residents of K street northwest, in answer to Messrs. Dwyer | and Parker's communication of the 30th ul which was published at the time in Tue Stan. The petition says: “‘Inanswer to Messrs. Parker and Dwyer intheir communication state that only signers who objected to the rem railroad tracks were residents of K stre that one, to their knowledge, was a property holder. we want to state that we did not st in our petition that we were residents of K street, but residents south of K street. But to convince the honorable Commissioners of the District aud also Messrs, Parker and Dwyer that the property-holders on K street do not want | the railroad on their street, but heartily coin- | cide with the committee who waited on the Comtissioners, we herewith present this pe tion signed by the property-holders of said street. Messra. Parker and Dwyer also state that one of the men who signed the petition is | employed by the railroad, but he only gets | wid for the labor he performs and has toiled or many years to accumulate a little property which is as dear to him as the property of those who are clamoring to have the eiteea removed to K street. And Mr. Parker also sa‘ fronting on K street than all the other objectors together, which we can prove is utterly untrue, as he is only agent for a few small houses and @ couple of vacant lots.” The petition has been re- ferred to the engineer department. THE COLLECTOR'S TAX CERTIFICATES. The Commissioners are considering a new poate of the effect of certificates of the col- lector as to the condition of the tax accounts of property. In the pending case a certificate was issued from which the assessment for the im- provement of B street north, adjoining the capitol grounds, was omitted, because the as- sessment had been made by the Sec- retary of the Interior, and the record thereof not known to the District tax officers. The property to which the certificate referred changed hands on the strength of the certificate. Subsequently the special assess- clerk ascertained that there was snch an assessment at the Interior De- partment, and obtained and made note of it upon the records of hia office. Another certificate on the property referred to was afterward issued, and the newly ascer- tained tax put upon it. The property owner applies for removal of the tax. charge. on the ground that as the property changed hands on the faith of the original certificate of the col- lector, it cannot under the law be pursued fur- ther for any tax omitted therefrom, and that the fact that the District tax officers did not know of the assessment at the time of the is- sue of the first certificate, did not justify them in inchading it in the second certificate. The Alleged Colored Burglars Have a Hearing in the Police Court To-day. INVESTIGATING THE ROBBERIES AT THE RESI- DENCES OF SENATOR DAWES AND COL. BRIT- TON—LAWYER MOSS AND A POLICEMAN WITNESS. In the Police Court this morning Columbus Sewell and George Parker, two of the alleged colored burglars recently arrested, were ar- raigned on a charge of burglary at the house of Senator Dawes, it being alleged that they en- tered the house between 6 and 7 o'clock on the evening of February 21 and carried off $380 worth of jewelry and clothing. Mr. Carrington appeared for Parker and John A. Moss repre- sented Sewell. Assistant District attorney Armes appeared for the prosecution. Among the property stolen was an overcoat belonging to L. Q. C. Lamar, jr. TESTIMONY OF SENATOR DAWES. Senator Dawes testified that on the evening of February 21 last, while the members of his family were at dinner, his house was entered and robbed of the articles charged. He iden- tified the articles recovered, and said that when the house was entered the door was locked, and it was still locked after the burglary was com- mitted. The robbery was discovered by one of the servants, who went to the room and found the door locked, Policeman Weedon testified to the conversa- tions had with the prisoners, in which they ad- mitted their connection with the robbery. LAWYER MO: AND POLICEMAN WEEDON. Mr. Moss argued that the confession was “squeezed” out of the prisoners, and, there- fore, should not be admitted. Before finishing his argument Mr. Moss recalled Officer Weedon and questioned him concerning their move- ments while the prisoner was under arrest and before he was taken to the Police Court, “Did you not refuse to let Sewell see his asked Mr. Moss, f “I did not know that he had counsel,” repiied Officer Weedon. “Didn't@ewell tell you that I was his coun- "asked the lawyer. “No,” replied the officer, “he said that you was no good, and if he wanted to go to the pen- itentiary he would employ you.” Mr. Moss then accused’ the officer of usin; the language attributed to his client.
