SS There is nothing surprising in the rapid progress made in the New York state assembly by the bill to repeal the Saturday half-holiday law. The father of the law himself admits it to be a failure in operation, Employerscomplain of it because it demoralizes their business, practically reducing the working week to five days. The thriftier class of artisans and skilled workmen generally complain of it because they cannot get @ long week's pay for a short week's work. The banks complain of it because it plays the mischief with their discounts, drafts and protests. The brokers complain of it be- cause it condemns Saturday to be an “off day” in the market, no matter what condition things may be in, breaking the force of booms and expediting slumps. Hardly anybody, in fact, has a good word to say for the half-holiday. It may be that working people get too little play, as a rule, but the little they do get does not come to them to the best advantage in this Particular form. The states which have been studying New York's experiment from the out- side, for the purpose of deciding whether to do something of the same sort themselves will draw an easier breath now that the suspense is over and the verdict is adverse. —————— Clearly the Three Americas commercial con- gress should not be permitted to conflict in date with the conclave of the Knights Templar. Washington will be delighted to entertain both sets of visitors, but if they come at the same time they will be apt to crowdeach other. he Knights Templar have already pre-empted the city’s most desirable accommodations for the first half of October. Friendly feeling toward the United States on the part of the republics of Central and South America, resulting in an increase of trade, will not be secured by ex- tending to the distinguished representatives of onr neighbors the hospitality of a billiard table asa bed, anda chance to scramble for food, perhaps unsuccessfully, with thousands of hun- gry and ingenious competitors. The last half of October is a delightful season in which to visit the national capital. $$ ___ Viscount Mandeville is in a heap of trouble. He is not only a bankrupt, but the victim of a cruel charge, which may be true, and which, if proved, threatens serious consequences for his gallant lordship. Mandeville’s visit to this country, five or six years ago, was more brief wn brilliant. It lasted long enough, however, sear out his weleome with the friends and + utives of his pretty American wife, whose Lospitalities he enjoyed to his heart's content. iy also caused some weariness to certain sport- ing men, both professional and amateur, who, ou the strength of his title, permitted him to lose bets to them which, owing to pressure of business or other distracting influences, be quite forgot to pay. SS ee The newspaper owned by Mr. Russell Harri- son, in Helena, Montana, publishes a special despatch from Washington, which will generally be regarded as authoritative concerning the policy of the present administration with respect to the removal of democrats from office. It as- serts that no fixed rule or principle will govern such cases, but that each will be considered on its own merits. In other words, the cause for the retention or dismissal of one officer will not be considered a precedent in the treatment of an- other. Whether this statement is put forth by authority or not, it is undoubtedly true. The practice of all worthy administrations within the memory of man has been on such lines. It could hardly be otherwise if the appointing power would retain the respect of the country. ———— A strong effort is being made to induce Mr. Parnell to visit America. The condition of affairs in England is such as to make his pres- ence there at this time extremely desirable on many accounts;but on the other hand the cause which he represents would undoubtedly be vastly strengthened by his appearance in this country, and by the encouraging and enthu- siastic welcome which would be extended to him. Senators are underpaid. Mr. Chace said so when Senator, and emphasized his opinion by resigning the office. As an ex-Senator he states his views more elaborately and gives his rea- sons in the columns of the North American Re- tiew. One difficulty in the way of making the | increase is the fact that Representatives, Cab- inet officers, and other public officials residing at the capital will reasonably demand that any advance which may be made shall apply to them as well as to Senators, and the amount in- volved will be very great. $9 The New Yorkers are having an interesting squabble over their inaugural centennial of April 30.
