With the coming of spring there comes also to the front the perennial international issue of protection for the Alaskan seal and the Canadian cod. Canada gives warning that ficenses to fish must be obtained without the omission of an inch of the specified red-tape accompaniments, and suggests that the cus- tomary inhospitality will be freely extended to distressed American fishermen. The republic makes proclamation against entry of the waters of Behring sea for unlawful purposes, and gives general warning against the destruction of American seals and salmon. In respect to its own fish each government says to the rest of the world: “Hands off!” ‘The proclamation of the President in respect to Behring sea does not establish conclusively that the exclusive jurisdiction of the United States in those waters will be affirmed and sus- tained by the new administration, but that course is expected. The proclamation docs not define our dominion in this sea, but it is merely declared that the statute prohibitions against killing fur-bearing animals apply to all that dominion. It is not likely that the exclusive control of the Alaskan fisheries will be readily relin- quished by the United States. Russia held the Behring sea as a closed sea for centuries, and still keeps out all intruders from the part which was not conveyed tous, She formally transferred to the United States the eastern part of the sea, the most valuable part of the purchase being the seal fisheries, and our ex- elusive control of these waters has been since maintained. If the sea is not treated as closed and the seals may be intercepted by fishermen of all nations in the open sea, the value of the fisheries will steadily decline and will soon be entirely lost. The new administration will be likely to maintain that Behring sea is a closed sea. or that we have exclusive rights in it by prescription. While | we are harssed im eatehing the cod, we will | hesit ite especially to our Canadian neighbors, the unre- stricted mght to slaughter the seals which we have bought. The growling of the Russian bear frightens away intruders from the western neries. If the republic cannot growl with effect, it may induce Russia, while pro- tecting itsown part of the sea, to defend the | title of the property which it has conveyed to the United States and maintain its grantee in | exclusive possession. Perhaps, however, under | the new administration the nation will do its own growling. os Whether Ex-President Cleveland declined the offers of hospitality extended by Governor- General Salamanca because he carried with him into private life the dislike which he man- ifested as President to accepting favors, or be- cause he felt that future political cyuems| Le might place him in a position where the mem- ory of such relations with a foreign magnate would be embarrassing, is an open question. There are a good many democrats still who say that Mr. Cleveland's public career bas not ended. $+ = Sir George Gray, formerly governor of New Zealand, says that “America will eventually become the leader of the Anglo-Saxon race, and will displace England from the position she now holds.” But, as a preface to such a change, be considers that the United States must have a navy of formidable proportions. A few years ago such a requirement would have been considered a bar to further consideration of the subject. The renewed interest taken in the naval armament since Mr. Whitney went into office, however, and the manifest purpose of Mr. Tracy to outstrip his predecessor's record, if possible, warrant the belief that the time is not so very far distant when Sir George Gray's prophecy will be put to the test. ee Out on the borders of No Man’s Land it is declared that if the President's proclamation opening the territory to settlement is delayed much longer blood will be shed. It is probabie that there will be bloodshed any way, whether the proclamation is issued to-day or three months hence. It is hard for the worthy people to wait; but there is other public busi- before presenting to the world, and | 1 ness for the President to attend to besides Opening territories, When the proclamation is issued there will be a scramble, and every tan who has got anything worth having in View must expect to fight for it, ——— The young man Hardie, who robbed his employer by forgery in New York and fled to Canada, was foolish enough to deposit some of bis ill-gotten funds ina bank at home and to try to draw it out by letter from his retreat on the Other side of the border.
