Real Estate Men Do Not Agree With Assessor Fish. WHY THE PRESENT MODE OF ASSESSMENT I8 JUST AND FsIR—PROPEBTY ONLY WORTH WHAT IT WILL BRING AT A FORCED SALE—NO BEASON TO INCREASE TAXATION. The instructions issued by Assessor Fish to the assessors, who will soon begin the triennial assessment of property, taken in connection with the suggestions in his annnal report, have given rise to the opinion that the taxes are to be increased. Now it happens that, according to the prac- tice thus described, it did not become neces- sary for me to investigate Mr. Taylor, the mid- dieman in the case pf the school site on 5th street southeast, for that case the abstract was prepared by the Real Estate Title Insur- | ance company and was brought down through the transfer to Mr. Taylor, in whom the com- pany reported the title good. I relied ‘on thi report, and in the nature of things could not | have done otherwise. A re-examination of the titles, as distinguished from the abstracts, | would in every case have involved a labor of | several days; labor simply impossible in view of the daily demands upon our office and our limited force. If our office could have done this work the exacting of the abstracts would | have been both unnecessary and unreasonable. And as to the matter of alienage, I cannot agree with the ‘well-known expert in real- estate law” that the alien land act operates a forfeiture ipso facto ona conveyance to an alien, In Fy ecaoee and that of others better quali- fied than myself, this act merely restores an alien's former disability to hold land, and | requires some action of government to work a forfeiture, All residents are presumed to be citizens, and the fact of alienage does not appear from a man’s name or from the land records, If the act operates a forfeiture ipso facto it will be necessary in evary case to ascer- tain the character as to citizenship of all through whom s title bas come since the | passage of the act. How can this be done? Is e alien’s word to be taken that he is a citizen, native or naturalized? If not, what is to be the proof in the case of an unnaturalized alien? and in the case of @ naturalized alien who is to identify him as the one named in a given certificate of naturalization, if such. be pro- duced. especially here where our residents have come from all parts of the country? Such considerations ag these, taken in con- nection with the lan of the act, as con- strued in accordan most familiar prin- ciples, convince me and those who think with me that if the title to land once passes out of an alien before proceedings for forfeiture shall have been begun, the liability for forfeiture under the act ceases, and the title becomes good in the grantee. Alleged Violators ot the Liquor Laws on March 3 to be Brought to Trial. The police of the various precincts have made out their lists of saloon-keepers who kept their places of business open on Sun- day, March 3, and warrants will be sworn out in all cases before the close of the week. The lists when completed will contain altogether nearly two hundred names. Those who escape will be only they who successfully did business under cover and were on the alert all the time. The Philadelphia Enquirer to-day says that steps are about being taken bya number of Phila- delphia families to protect their alleged rights in the property known as the Potomacriver flate and incidentally to the whole river front and wharfage of thecapitalcity. Among the familjés | interested are the Morris’, Tilghman's, Mc. lister’s, Young’s, Brooke’ ‘sand lbach's, and their interest is based either upon direct descent from Notley Young or intermarriage in the Young family, which in the last century owned much of the property along the Washington river front. It is asserted that the Young family has claims to a ( Seoag deal of land in the District said to have nm improp- erly couveyed, the claims covering, among other things, th und on which the Center market stands.
