Isclemnly swear that the above is true and correct statement of the circulation of Tue Evexrxa Stan for the week ending March 2, 1589, PF. B. Novzs, ‘Treasurer Evening Star Newspaper Co. Sworn to and subscribed before me this fourth day of March, A. D. 1389. Jous T. O. Crarx, Notary Public. Note.—The circulation of 43,054 given | sdove as that of Saturday's issue inciudes | only the number of copies sold up to the making of the affidavit. There is still a steady demand for that edition, and it will doubtless aggregate more than 45,000! a Gamma irs shea GF Tur Evesrs Srax printed and sold on Saturday a complete and perfect edition, more than twice as large as that issued by any other | Paper in Washington eny day this year. Tux | Stan demonstrates its circulation by affidavit | and other exhibits satisfactory to advertisers; and moreover, it has the presses and other mechan- | weal facilities necessary fur printing tue editions it claims to issue ————- ——__ If proper expression were given to the feel- | ings of the thousands of wet and disappointed | people in Washington to-day, it is safe to say | that Congress would a: its next ion pass the Dill heretofore introduced changing inaugura- tion day from March 4th to April 30th. Of| course uo human enactment or provision can | insure good weather for any particular date, but xperience shows that the early part of March is sure to be uncertain and apt to be inclement, | whereas the spring weather is fairly inaugu- rated, and almost certain to be pleasant by the last of April. Beside, the 30th of April was the date fixed for the inauguration of George ington. April 30ti, therefore, let it be! all the people will say Amen ‘The deal by which Mr. Webb's confirmation ‘Was to be bargained for that of Mr. Stevenson ‘was not consummated, and the District is re- lieved of a serious danger. The republican Senator’. with the exception ofgtwo or three interested in the deal, were wholly in opposi- tion to the scheme, and a number of the democratic Senators became disgusted at find- ing themselves placed in the attitude of fol- lowers in Mr. Riddleberger’s uncertain foot- steps. They lost all hope of Mr. Stevenson's confirmation, and would not be held responsi ble-for Mr. Webb and Senator Riddleber; And so the deal collapsed, as it deserved. It is extremely fortunate for Mr. Webb that the | bargain was not carried out. He could not | afford to hold a District Commissionership as | the direct representative of Senator Riddle- berger and his bottle, securing democratic sup- Port only through the surrender of a District judgeship to « prominent democratie politician from an outside state. This community would vigorously resent both the confirmation of a | earpet-bag judge, and Mr. Webb's own con- | firmation secured in opposition to public senti- ment and at such a price. Then the undigni- | fied and spiteful campaign which has been conducted in behalf of Mr. Webb did not deserve to succeed. In the absence of indorse- ment by this community, he has been com- pelled to work through such instruments as Fish and Riddleberger, par nobile fratrum, championship and through } methods would be a disgrace. In view of some misunderstanding on the subject we beg to assure the 200.000 guests of | BVasbington to-day that the weather which has enveloped the inaugural event is wholly unin- tentional on the part of the people of ¢his city. Zvery arrangement had been made for a fair | day, and it was supposed that the elements | would keep their word. In the excitement in- | cident toa great occasion by some oversight | the fair sky intended for Washington was sent eut to Gen, Harrison's Indiana home, end a rain storm shifted over to the! | Chesapeake region. The circumstance can- | not now be corrected, but it would Le very quickly if the people of Washington could do it, Their goodwill mus | be taken for the deed, Meanwhile there are | compensations in the jolly good-nature of | everybody. A contagion of fun and merriment Spreads like a groundswell through American crowds, and nobody bas been heard to swear at ‘the wet overhead or the water under foot. The ‘Weather is dismal only when we who get it are Gisposed to be downcast, Acorrespondent calls attention in another column to an additional complication of title which may result through the intervention of | #n unnecessary middleman in the purchase of | ®boul sites, There is not only the danger of ercumbering the property with the record abligations of an irresponsible middleman, but Where the latter is an alien, as was the case in exe of the purchases, it is asserted that under the law the chain of title itself is affected, ‘Tax Stan's views of the parade and the ace Companying side-shows represent the spectacte | uring an intermission in the down-pour of Fain. There is nothing esthetic or impressive 04 surging sea of op -ned umbrellas, ‘The streets of Washington are filled with ‘Wanderers, who, like the scriptural ejected spirit, seek rest through dry places, and ex- etience great difficulty in finding either.
