Webb be confirmed for the sole purpose of his being allowed to resign? Did he give others that privilege who hold their honor just as high as he? In his reply to the Senate he says: Removed for “unsatisfac- tory service,” &c., &c. Webb should be turned down for “unsatisfactory service,” for if ever there was a man who has rendered ‘“unsatis- factory service” to the le of this District, if you listen to the voi the people, it is this self-same Webb. A Reaper. (Communicated.) The Case of Major Walker. That Samuel H. Walker was “thoroughly un- qualified” to fill the office of major and super- intendent of police is no longer matter for debate, The Commissioners have declared that he was, and that ought to settle it—with anyone who does not know the Commissioners. Notwithstanding this official condemnation Major Walker has the hardihood to continue to transact business of the most important char- acter. The Commissioners might be able to remove him from police headquarters, but they cannot disturb him in the Walker build- ing, 458 Louisiana avenue. Here the major, unqualified as he is, works all day, and when he is not engaged in performing his duties as United States commissioner, or in attend- ing to other business matters, he thinks of the time when he, acting for his fellow-citizens in East Washington, offered to risk $50,000 on the official bond of Commissioner Webb. This work he was qualified for. aad originality. The croquet figure was espe- cially stri , the merry couples dancin; is through jens Wickets ‘handsomely deco- | Fated. The favors were unique and very | retty. Misses Among those present were: q MeNulty. Venie Bryan, Brit- | Bryan, Soulé, Reed, | Josie Jones, ian Bryan, Galt, Teel, Whiting. Miller, Mary Hough, Ellen Bryan, Guthrie, of Passaic; Kauffmann, Davis, Noble, and Messrs, | Jones, Demp- | Beardsley, mith, Hough. Warren ith, Andrew Miller, Shaffer, Wm. Miller, J. Lamon, Kennedy, Ballantyne, Tec!, Robert F. Miller, Staylor, Hodges, Francis, Walter Lamon, and Parks. A bountiful repast was served at midnight, after which dancing was resumed and carried on until a late hour, Mrs. Fuller was assisted by her daughters, Miss Grace and Miss Maud, Miss Qneen, Miss Gussie Wilson and Miss Cullen, of Brooklyn, in holding her closing reception of the season yesterday. Be McEthone, Joyce, Darrell, Britto: Mrs. Harlan had with her Mrs. and Miss | Hilter at her final Monday of the season, and | Mrs. Tucker kept open house and graciously | supplemented the day’s hospitality at Mt. Pleasant. Mrs. Frances Hodgson Barnett will give a reading in the parlors of Mrs. Smedley D: lington on Friday afternoon for the benefit of | the Wellesley college chapel fund. Mrs. Capt. Bourke will give a tea on Wednes- day in honor of Mrs. Russell Harrison. Dr. and Mrs. Wm. A. Hammond held their | closing reception of the month yesterday after- noon. Mellington were married to-day at Epiphany eburch by Rev. Dr. McKim. A very pleasant birthday party was given last evening by Mrs. Berdine, No. 1354 C street southwest, to her young daughter Pearl. There were present her sisters, Myrtle and Riene, the Misses Fannie and Leilia Dalton. Cora Penfield, Lulu Veihmever, Emma Stahl, Nettie Harvey, ‘Annie Currs, Delia Kuight, and Emma Night- ingale: Messrs. Barns Dalton, Harry Price, Frank Slaven, Frank Beall, Frank Bailey, Clarence Beach, Walter Simpson, Milton, Will and Lyman Berdine, her brothers. After refreshments music and parlor games were enjoyed for a few hours, the little party adjourned with many good wishes for the little hostess, The; Washington branch of the Association of Collegiate Alumne will meet to-morow from 4 to 6 o'clock, at the residence of Mrs. Cleveland Abbe, 2017 I street. when Prof. Lester F. A bountiful supper was served to the guests. Among those present were Rev, E. A. McGurk and kev. Edward Connolly, of St. Al us” church. “The hostess was assisted by her sister, Mrs. Richard Murphy, and Mrs. Jolin Elbert. The marriage of Chas. M. Lewis and Edith H. Smart took place last evening at 1908 13th street northwest in the presence of the family and a few intimate friends. After the cere- mony Mr. and Mrs. Lewis left for a trip south, including @ visit to New Orleans, A very interesting paper on “The Economic Products of Ancient Egypt” was read before the Travel club last evening by Mrs. Dr. ped = ‘The subject was a very instructive one and ably handled. ‘The various uses of the palm tree, the esteem in which the onion is enjoyed among the ancients, the uses of the lotus asa food plant, its place in song and legend, were all interestingly detailed. Botanical plates, showing leaf, fruit, seed &c.. of the palm and lotus, were 4 around, illustrating the subjects treated and affording a most interest- ing object lesson. A palm branch fresh from the tree, and a pressed lotus flower, which breathed of poe. also served as illustrations, Mra. ¢ Reed sang several songs in a charm- ing manner, and Miss Lilian Graves gave a fine Piano recitation, The evening closed with a Yery entertaining and humerous account by Mrs. Robinson, of Iowa, who is visiting Wash- ington, of a trip to Colorado. A unanimous vote of thanks was accorded the ladies who had contributed to make this one of the most en- tertaining evenings the clnb had enjoyed this season. After afew pleasant impromptu re- marks by the guide, Dr. Presbrey, the club ad- journed until Monday, March 11. The members of the Capital bicycle club gave another enjoyable german at their club house | last evening. The was efiiciently led by Mr. and Mrs, Doug he Dyr Dyrenforth, Miss Lila D. Cutlar, of Wilmington, N. C., fs visiting Miss Peachy, 20th street and Dupont eircle, and will remain for several weeks. He acted as secre- | tary, and when the work was over the other mem- | bers of the jury tendered him “grateful acknowl- edgments for the efficient manner in which he performed the arduous duties.” The testi- monial was signed by H. A, Willard, Dorsey Clagett, M. W. Beveridge, Elias E. White, H, M. Dellinger and W. H. Morrison. On November 24, 1886, the Commissioners ac- cepted the resignation of Major Walker as chief of police, and in their note commended his good taste in placing the resignation at their disposal, There was no intimation then that he was “unqualified,” but if there had been it would not affect the fact that the major is a | thoroughly reliabie conveyancer and dealer in | real estate. With a sense of the amount of humility required of him, the major will not | make public denial of the statement that he is “thoroughly unqualified,” but he feels as com- = ut as anyone to take testimony and prepare legal papers. ‘n the report of the Commissioners on the testimony fa. the police case, their judgment in the matter is stated as follows: “It is untrue that Major Walker made or contemplated mak- ing any such order or suggestion as was at- tributed to him, * * * and there is abso- | lutely no just basis whatever for doubt of Major ~~ | Walker's entire integrity of of purpose and sin- cerity of statement. lished by the | greatly perpomnesiing weight of evidence, | whether numbers or disinterestedness of wit | nesses be considered,” This Ger t to be a suf- ficient endorsement. fot joroughly un- qualified” man, and the major evidently thinks $0, for he goes ow vemed jing and building dwelling Property for a large and rapidly spreading circle of clients, and as president of the National capitol investment company, has added largely to the assessment valuation of the city. The ministers of the Methodist Episcopal church held a meeting on November 29, 1846, and they resolved that the demand for Major Walker's resignation was an acknowledgment that the dicin elements of society were con- trolling the city government. They also stated that they had unimpaired confidence in Major Walker “as a capable and faithful public officer, as well as a citizen of irreproachable character.” Believing that the opinion of these eatlemen was worth something Major Walker Coaescts confidential business with a con- science void of reproach, although the Com- missioners have insisted that he was fog unqualified.” The — of the police force think the major is all right. for they gave him a letter when he left in which they expressed their re- gret at his departure. “To us,” they said, "your just and impartial administration will | ioag be remembered, and we give you. that sincere respect which is the just reward of every true man. We greatly deplore the un- fortunate circumstances attending your retire- ment; however, our confidence in you as an honorable man remains unbroken; to us your integrity is unimpeached.” Another evidence of being “thoroughly unqualified.” On November 26, 1886, Maj. Walker sent a written application to President Cleveland, asking for an appointment as notary public. and his ——- was indorsed by George H. Plant, jr., Edward Temple, Samuel Norment, J. B. Wilson, John W. Thompson, E. Kurtz Johnson, Wm. B. Webb, S. E. Wheatley, J. A. J. Creswell, Albert A. Wilson and G. W. Phillips. The President has not yet responded, and probably will not in the brief space of official time yet remaining to him, but Major Walker can always be found at the Walker building, 458 Louisiana avenue, ready to transact any business in his line satisfactorily, although Commissioners Webb and Wheatley have said he was “thoroughly unqualified.’ If President Harrison thinks the ‘ungnalifi- cations sufficient qualifications he will renew his application for appointment to feed the little ones, pon Nie ene The Meaning of “P.
