Cranx, Notary Public. a ‘The attention of the public, and the special attention of that part of it interested in reach- ing the other part with an announcement of any character, is directed tothe sworn state- ment of Tuz Sraaz’s circulation last week, printed above. The figures there given show a | circulation that can be matched in proportions by few papers in the country, and by none in the completeness with which the local field is covered, Purticularly is the splendid record of Saturday's issue pointed to with. justifiable pride. When a paper circulates 32,532 copies in a popuiation of a little over 200,000, its hold upon the community in which it is published and its value as an advertising medium are at once established, and in the most conclusive manner possible. And this, it must be remem- bered, was accomplished in the ordinary course, without any news of particular moment, to swell the demand, and in the normal population of the city. With the crowds of strangers that will be heré in the next few days, and with mat- ters of interest transpiring, not only here but in other parts of the world, the average circu- lation for this week will doubtless be much larger, and the value of au announcement in its columns will consequently be increased. Ad- vertisers should make note accordingly, and | take advantage of their opportunity. The wise | injunction, to “make hay while the sun shines,” is not limited in ite application to agricultural pursuits alone. That this is a land of broken promises is | shown by the forthcoming report of Commis- sioner Carroll D. The resuit is appalling if the figures afford an accurate comparison. Commissioner Wright’s work has Deen more thorough than that of the European collector of ugly facts. For instance, the aggre- gete of absolute divorces, in 1886, in all Europe, with the exception of Spain, was 19,590, In the United States, in the same year, there were 25,595 divorces. The increase of divorce in this Iand of broken promises appears more forcibly in s comparison of the number of di- voroes to the number of married couples. In 1870 there occurred one divorce to every 664 couples; in 1890 there was one to every 479| couples. The same fact appears in a compari- son by decades. An examination of the causes of divorce reveals the fact that desertion by both parties is the chief pretext for legal separation, cruelty on part of hus- bands coming next,and aduitery on part of wives last. In the twenty years from 1867 to 1886 wives have received 75,119 divorces on ac- count of desertion and 51.438 decrees have been granted husbands whose wives have left them. There were in the same period 45,419 divorces on account of the cruelty of husbands to wives, while but 6,101 were al- lowed om account of the cruelty of wives to husbands. The <Jaltery of husbands has resulted, during the last two decades, in 38,156 divorces. The same cause on the part of married women has produced 29,480 divorces. The aggregate of legal separations from all causes tells ahard story against the | men. There were in the twenty years covered | by the report 216,077 divorces granted to wives and 112,639 to husbands. The only one-sided fact furnished by the report appears in the matter of divorces for non-support. In twenty years 7,948 separations were granted to wives for this cause, but not one appears where the husband has failed to be supported by the wife. The last week of Congress is a crush, a jam, in the desperate struggle of a thousand meas- ures for legislative existence. A multitude fighting and obstructing one another in the effort to pass through a narrow opening, soon to be closed, will picture the present condition of the two houses. Not only do the numerous Measures impede one another unintentionally im the crush, but many aspiring bills tumble into private pit-falle or over obstructive rules or fall victims to the partisan bludgeon in run- ning the political gauntlet which terminates their journey.
