Senator Sherman's proposition to give the existing street railway lines of the city the priv- ilege of substituting underground electric wires or cables or storage batteries for horses as a motive power is a good one. The necessity of an improvement in the motive power of the city’s street railway system is one of the most striking in the list of our railways’ needs, But if the charters of the existing lines are to be changed in this particular by giving them | powers and privileges which will en- able them to compete in modern | equipment with any new lines which} may be established, ought not the opportunity be taken to attach to the grant of these privileges such requirements im respect to the kind of rails to be used, the paving between the tracks. taxation, and other matters, as modern opinion causes to be in- serted in the grant of franchises to new lines? | A difficulty has arisen in acting with impartial justice toward old and new railways from the elaim that the requirements which may be im- | posed upon the latter cannot without the pos- sibility of question be imposed without compen- sation upon the former. All should be treated alike. Whenan old line asks a privilege the grant of it may be coupled with a requirement. And if through thoughtlessness too broad powers have been granted to new lines similar op- portunities of correction may be utilized. If the existing lines wish to use electricity they ought to be allowed to do so, pro- | vided they use the grooved rails, and sub-| mit to the other requirements imposed upon new lines. If the Eckington electric road wishes to run a conduit extension to Penn- sylvania avenue, Cougress may, if it wishes, in granting the privilege, require the conduit to extend to the city’s boundary. thus burying the overhead electric railway wires within the city’s limite. If Congress thinks it wise to give to the Tenleytown railway the privilege of run-} ning its tracks along instead of outside of the Tenleytown road. it may couple with the grant @ prohibition against using the overhead wire system within the limits of Georgetown, Each | faver to the corporation may, if that is de- sired, be counterbalanced by a benefit to the publi. ——— ee The Minnesota state university has a novel ease of discipline under consideration. They have finally agreed to call it un- besitatingly “paper mash.” $$ The colored citizens had their customary annual wrangle last night over the marshal- | ship of the emancipation parade. It is hoped that the selection of a minister as marshal may be accepted asan omen of harmony and good-will. Let us have peace. a Ohio is convulsed with astonishment that one of her sous, Gen. Bushnell, will not take the nomination for the high, office of gov- ernor of the state. His support is Unanimous in the republican party, but that makes no difference to the doubly fortu- nate man.
