WASHINGTON: ‘THE EVENING STAR has the fullest Lecal Circulation of any Newspaper'in,the World, and as an Advertising Medium is worth more than all the other papers published in Washington. Se ee——— The real issue between the Commissioners and the critics of their methods of purchasing school sites is whether the District agents have been paid money by the District, and not whether negotiations for such purchases would not in some instance be most advantageously conducted by agents. A decision of the latter question in the affirmative would suggest legis tion authorizing the employment of agents in wach cases, and ata reasonable compensation for the future. The Commissioners admit ‘that under the present law the paid employ- ment of such agents is illegal, in the sense of being unanthorized by statute, and content themselves with claiming that the com- pensation to these intermediaries has not been paid by the District. Bnt the statements and evidence in the matter show unmistakably that ‘the District taxpayers have made these pay- ments, the compensation of the intermediary increasing by its exact amount in most cases the price paid by the District. For the future it is proposed by some to give the District certain powers of condemnation im acquiring building sites. An alternative plan, if the use of agents is thought advisable fm some cases and the condemnation procedure fs disapproved, would be to authorize the employment of such an agent in necessary fnstances only and at not more than the usual compensation. When one or two are habitually employed as middlemen, as in the past, they are soon recognized as representa- tives of the District by real estate men, and the desired secrecy is lost. In many cases where the section is unimproved a school building is an advantage to neighboring prop- erty, attracting settlement. In ail cases it is, of course, the owner of the desired lots who sells and not’adjoining property-owners and where the former announces by advertisement a de- sire to dispose of his property at a stated price to anybody who comes, or makes a direct proposal to sell through his own agent to the Commissioners, evidently no high-priced inter- mediary is required by the District. The in- stances in which secrecy ina purchase by the District is desirable will be very rare, and, if paid agents are prohibited altogether, the friendly office of closing the trade might be performed by some one for the District with- out cost to the taxpayers,—perhaps for a share with the owner’s agent in the selling commis- sion, It is not necessary that the friend of the Commissioners who does this infrequent favor for them should be put in the way of making from several hundred toa thousand dollars at the District's expense in every purchase of a build- ing site, no matter what the circumstances, or that the title to the property bought should be complicated by the intervention of merely nominal intermediate purchasers between the owner and the District. But whatever rule in regard to the employment of agents is made for the future, the questions whether extrava- gant and illegal payments have not been made in the past. and whether they cannot be re- covered for the benefit of the District taxpayer will remain unanswered by the proposed legis- lation. _—_— The agitation of the subject of more parks im New York brings ont a statement of the park area in various cities that cannot be too often consulted. Americans take pride in calling Washington the Paris of the New World. How long does the comparison last? A single glance at the table above shat- ters it, Paris has 172,000 acres of parks—an acre to every eight people. Ina few years the population of Washington will be half a mil- lion. There will be one acre to every 500 peo- ple! ——$_— Gen. Harrison is now thoroughly and com- pletely elected to the presidency. The electoral Votes were counted to-day, and to nobody's | great surprise the republican candidate was found to be victorious. Twice the electoral | Votes have failed to decide the presidential | contest, and once the result has been disputed. On these occasions deep interest attached to the proceedings corresponding to those of to- day, and struggles in Congress followed. But the path of the twenty-third President has been smooth. No voting could be more quiet aad uneventful than that of the electoral col- leges, of which the result was declared to-day. The unexcited public has pursued its custom- ary avocations over the whole republic, and ‘thousands of citizens are untroubled on the day of the final act of the presidential contest Dy the slightest suspicion that they failed to elect a President by their own yotes last No- vember. Fair play is a jewel that Senator Plumb toys with not unfrequently. Yesterday he indulged ina tribute of praise for Secretary Whitney's administration of the Navy department, and the Kansas Senator did himself credit. Where the safety of the country is at stake partisan Prejudice is out of place, and nothing is more gratifying than such manly candor as the republican Senator displayed in speak- ing of the democratic Secretary. In the vemarkably short space of time cov- ered by his term Whitney has transformed the navy from a state of alarming decay to one of encouraging life and strength.
