For a long time the civil-service commission has been a house divided against itself, and before Mr. 's removal, tottered along in that condition of inability to stand which is said to result from such internal dissensions, Mr. Edgerton, though a man of fine abilities and high character, was not altogether quali- fied to occupy a place on the civil-service com- mission. He was too positive and enthusiastic a politician, and too outspoken in his declara~ tions of a lack of sympathy with the spirit of the law which he ‘was appointed to enforce. He was willing to distribute the offices among candidates accord- ing to merit, but democracy was rated very high by him among the constituents of merit. Nothing but harm to the interests of genuine civil service-reform could come from aconstant wrangle between the members of the commis- sion with the political effect of the commission's acts treated as the main consideration in the argument. The commission could not expect to accomplish much with the severest public critic of its objects and methods one of ite members and participating in its councils. Without decidmg invariably in one way the merits of the numerous controversies waged between Mr. Edgerton and the rest of the commission the public has Jong ago concluded that a change in the com- position of the commission would largely in- crease the chances of its satisfactory and effective working. The criticism which will fall upon the President in connection with this removal is not that he now takes decisive action, but that be has not done so before. The superior fitness of Mr. Edgerton for some Position where his political usefulness would not be abridged was long ago clearly evi- dent. A removal at this late date and the appointment of a democratic office- holder to the vacancy will inevitably be viewed by the political opponents of the President as not so much a proclamation of the recent dis- covery by the President of Mr. Edgerton’s un- fitness for this particular office and an action inf the interest of civil-service reform, as a par- tisan attempt toload upon the incoming ad- ministration as many office-holders as possible, confirmed at the eleventh hour in those offices which a new civil-service reform administra- tion cannot without embarrassment disturb. ——$—$—<$<—<— oe The future of the railroad problem is pre- figured in the recent decision by Judge Brewer. of the United States circuit court, in the lowa railroad commissioners’ case. Interstate traffic is passing gradually and safely under control of the interstate commission. To complete the system of control, the states are one after another erecting intra-state commissions, whose duty itis to regulate freight and pas- senger charges on traffic within the boundaries of the state. The Iowa commissioners made a schedule of rates which they thought reason- able, and the roads obtained an injunction, urging as the chief reason against the action of the commission that they would be forced to do business at a loss under the pro- posed schedule. To obey it would pre- vent them from earning their operating cost and the interest on their bonds, The injunction is sustained by the court on the ground that the commissioners had the right to make the schedule, and nobody can judge of the reasonableness of the proposed rates until they are tried. If the roads cannot operate under them they have an action against the commissioners. The roads, in other words, must prove that they cannot operate under the new rates. They have accepted the situation and posted the new schedule. This is one of the questions that will be considered by the railroad conference to be held in Washington next month. It affects inter-state schedules and confrdnis railroad managers with a forbid- ding possibility of similar treatment in other states than Iowa, Gen. Harrison went out of bis way yesterday to listen to a sermon by a namesake of the pres- ent oceupant of the White House. The good pastor had a written sermon fresh from the bottom of his barrel, but he rose to his oppor- tunity and preached extempore in honor of his @istinguished auditor. His allusions were so direct that the general and his family blushed and perspired under them. The hymn given out began, *‘O, why should all this heavy load my anxious soul bow down,” which produced a general titter. It would have better suited the feelings of the President-elect to have heard “I want to be an angel” or “I would not live alway, I care not to stay. * A West Virginia politician reminds one of cat's nine lives, the turtle’s playfulness in the soup, the bull-dog’s grip, the young theo- logue’s first sermon—of eternity, in fact. Sen- ator Kenna is “still on top,” reaching down after “‘one more vote.” eo The peach crop prediction is ripe again. Snow-storms and frosts have nipped thousands of bushels in the bud. Suni New York is agitating the proposition to establish free kindergarten schools to take the place of her present primary system of instruc- tion. This isan experiment Washington has tried with full success, The kindergarten is quite as important a feature of the public school system asthe so-called “higher educa- tion” grades which receive usually but few all the children of school age.
