4 THE EVENING STAR. |Do You Kxow WASHINGTON: moro than all the other papers In the course of passing events there has of late ocourred a good deal to strengthen the growing notion that speaking out is the best policy for Presidents, cabinet ministers, and Senators. Tho secrecy kept up by these pub- lie funetionaries is wholly contradictory to the genius of American institutions and quite often subversive of good government. Suppose Mr. Bayard had asked the reporters into his office year ago and said, “Gentlemen, I have alittle item for you to-day. Germany has been as- serting herself offensively in Samoa. I have protested vigorously against it. Here is my cable dispatch to our minister in Berlin, and you can have all the information we have on the subject.” In two days the entire press of this country would have convinced Bismarck that our Secretary of State had the people up in arms behind him. The later complications would have been pre- ted, and Mr. Bayard himself would have been ®@ popular hero. Instead of all that, the facts have come out at last through the dark and dusty channels of communication with the Sen- ate, and the only good end served is to show where opportunities were lost. Public senti- ment rules this country, and there is no reason why any four, five, or seventy men, anywhere | in public, representative capacity, should strive to prevent the people from getting possession of the news of the day. The secret sessions of the Senate are subject to the same objections. ‘They thwart good government. The discussion of a nomination should be so conducted that it can stand daylight. There may be good reason for secrecy now and then in considering a treaty. But even that is rare. The fundamen- tal principle of accountability is the strongest safeguard in a representative democratic form of government. Daylight is life. a The Illinois supreme court has rendered a decision which will serve to lessen the liability to unprincipled manipulation of stock exchange quotations and simplify the use of market nows | everywhere. The Illinois case involved the | right of the Chicago Board of Trade to admit or exclude, at its pleasure, telegraph com- panies who desired to enter the rooms of the board for the purpose of securing the quote- tions of the day and sending them out over their wires to their patrons. The court holds that it is too late to set up the right of owner- ship in stock quototions. The board might have done this had the statistics and prices in each day’s business been compiled and ent out by the members of the board for their sole use. But a contrary course has been pursued so long that the business of the entire country now depends on the information sent constantly over the stock ticker. There can, therefore, be no discrimination in giving out quotations. They belong to the public, and any responsible news collector has the right to take them and send them over the telegraph wires. The bueket shop question did not enter the Illinois ease. The decision makes a free market in stock news, and will repress rather than en- courage stock gambling. $$ The wise encouragement of the national guard afforded by the general government in all the legislation of the last ten years shows good results in the current abstract of the available militia force of the United States. While the regular army is large enough with less than 26.000 men. the possible volunteer re- serve of the country numbers over 8,000,000 able-bodied men. and the organized militia in all the states and territories is a very respecta- ble army of 98,000 soldiers. Forail police duty the regulars and the militia are fully ade- quate. In the event of it is apparent that a force equal toany necessity could be gathered in ample time for almost any exigency. It is in the agencies for clothing. feeding and equipping large bodies of men quickly and well that the United States must forever be prepared in order to maintain defense against a foreign foe. —- os The Indiana law has made thorough work of trusts. Its penalty is a fine of not less than $1,000 or over 10.000 and imprisonment for not less than two years nor over five. Beyond this every member of a pool or trust is made liable for the debts of every other member, and any prosecuting attorney in the state can begin proceedings to anaul the charter of any corporation entering a trust. The law also allows any person injured by a trust double damages, while all members of a trust may be made witnesses in any suit against the trust and be compelled to testify, whether the testi- mony criminates the witness or not. This measure is likely to become law over the gov- ernor’s veto if that is necessary.
