Secretary and Mrs. Whitney entertained the President and Mrs. Cleveland, the members of the cabinet and their wives, and s large of guests invited to meet them, at dinner evening. The table was a large oval in form, and covers were laid for twenty-six. The central floral piece was an oval basket filled with 19 vines and American beauty roses. Tall silver vases held stacks of La France and the cloth was strewn with ed Gabriel Lucerne roses with their beautiful foilage about them, and Ks of and smilax. Silver candelabra held the white tapers that burned under white satin shades. A gilt-edge card with a gold W upon it and the name of the guest marked each cover. The other guests were the Secretary of State and Miss Bayard, the Secretary of the E mepone and Mrs. Fairchild, the Secretary of War and Mrs. Endicott, the Secretary of the Interior and Mrs. Vilas, the Postmaster General and Mrs. Dickinson, the Speaker of the House — Carlisle, Gov. The rain storm of yesterday stopped the high tide of early in the afternoon, Mrs, Wheeler and Misses Wheeler saw a large Preset of callers. Hendley, Miss Brewster, Miss Laidiaw and Miss Botts. Madame Romero held the closing reception of the el it series which has been one of the marked features of the season. Madame Romero wore an exquisite toilet of gray silk. She was assisted by Mrs. Menocal in a dress of white lace made over white satin. Commissioner and Mrs. Wheatley gave a high tea yesterday afternoon to mark the entrance into society of their second daughter, Miss Fannie Wheatley. The large house was thrown open for the event, radiantly lightedand beau- tified with cut flowers. The table in the din- img-room had a unique decoration for a center- piece that was designed by the hostess. It was a circle of pink tulips with long wings of emilax set, with tuli; The pune bowl in the’ back hall was lecked with ropes of smilax. The Last Honors Paid to the Dead Jurist. The funeral of Judge Wm. M. Merrick is in progress this afternoon from St, Matthew's church, in accordance with the arrangements announced in yesterday's Stan. The ceremony, conducted by Father Chappelle, began at 3 o'clock. The attendance, which was large, in- cluded many prominent citizens, and « large delegation representing the bar. The remains will be interred in Mount Olivet cemetery. The honorary pall-bearers are Judges Cox, James, and Hagner, of the District bench; Mr. John H. Thomas, of Baltimore; Dr. Owings, of Ma- ryland, and Col. James G. Berret. THE NEW YORK AVENUE IMPROVEMENT, Some days ago Mr. M. R. Woodward, of 125 New York avenue, in a letter to the Commis- | sioners, inquired if the grade would be lowered in the contemplated improvement of New York avenue, between New Jersey avenue and North Capitol street. The Commissioners have noti- fied Mr. Woodward that it is not proposed to make any material change in the grade of New York avenue. FLAG CROSSINGS, The Commissioners some time ago received 8 request from Mr. 8. N. Benerman, of 29 New York avenue northwest. to the effect that a temporary flagging be laid across New York avenue. Capt. Symons has reported against the request on the grounds that it would be establishing a bad precedent to lay flag cross- ings across dirt streets at private residences. He, however, suggests that the Eckington and Soldiers’ Home railroad company be directed to replace the flag crossings ie up by them in building their road, THE WATER DEPARTMENT DEFENDED, Some days ago Mr. A. C, Richards, in a let- ter to the Commissioners, stated that a former tenant of 307 E street northwest, who was an employe of the District, was allowed to use water from July to December without either paying water rent or having the water cut off. le complains that the water is now shut off and will not be turned on until he has paid the accrued rent, The matter amine referred to Capt. The Commissioners have granted a rmit to tbe Georgetown barge, dock and elevator railway company, to construct a railroad track on Water street, beginning ata point west of the aqueduct bridge, along Water street, under the bridge to the eastern terminus of Water street at Rock Creek. The company by its charter is authorized to build and maintain docks on the Potomac river west of Rock creek, and to receive and dispatch vessels, cargoes and railway cars. ha incorporators are An- thony Hyde, W. The District of Co- Tumbia bes had enough of cheap rule and its Ly coe should not be blocked by any more > THE BAD TUNNEL WORK. Army Officers Think the Court of In- quiry recommended a Court-Martial. The delay of the Secretary of War in mak- ing public the results of the aqueduct tunnel court of inquiry is leading many army officers to think that a court-martial was recommended by the court of inquiry. The usual course, if the findings exonorated the engineer officera in charge from blame, would be to make public the whole report, and there would in such case be no reason for keeping itsecret. It is, there- fore, thought very probable that the court found that the bad work in the tunnel was due to the lack of care on the part of those in charge. This is ground enough on which to order a court-martial, in which the charge would be carelessness aad neglect of duty. : It is not likely that, in case of a court-mar- tial, the proceedings "would be carried on at as great a length as during the recent inquiry. Much of the evidence there taken would be ir- relevant to the question of responsibility, and it is very likely that a decision would be reached in a comparatiyely short time. At present all efforts to obtain any information relative to the nature of the findings of the court of inquiry are fruitless. POLICE MATTERS. Appeal to the Charitable—A Police Ma- tron Assaulted—A Cold Night. The police have made an appeal to the charitable people of the city for aid for the poor, sick and destitute people, who are really suffering for the want of the necessaries of life. The applicantsare many, but there is nothing to give them, as the relief fund is exhausted and the contributions received lately have been distributed among a number of families, In several instances the officers have contributed to the relief of needy families, and prevented a good deal of suffering thereby. Contributions are coming in slowly.
