NOYES ‘ THE EVENING STAR has tne fullest Cireulation of any Newspaper in the World, and as an Advertising Medium is worth published more than all the other papers in Washington, ‘Tue Star is glad that the investigating com- mittee gave the Commissioners a chance to air publicly their supposed grievances against this paper. So many insinuations have been made. and the attempt was so palpable to in- directly put on trial Tae Star rather than the methods of purchasing District sites that it was better that there should be a full unbosom- ing. Asa result of thisexamination Tae STaR makes some discoveries. Up to yesterday it was not aware that war was raging between it and the District Commissioners. Its business office knew that it had failed to get some advertising which it believed one of the Commissioners had promised, and that the ordinary business arguments of the office had been powerless to prevail upon the Commissioners to give the District the benedt of the wide circulation which the District's advertising would enjoy in these columns. But Tuk Stan never suspected that Mr. Webb's polite letter, which, however unsound in its business reasoning. was compli- mentary and amiable, was a mere sham behind which raged infuriated © Commissioners. It never dreamed that this coneil- story refusal of business request signed under his official title by the official to whom the request was directed, and copied as an official letter in the District's letter-book, was intended as an individual act, and that the rest of the Commissioners were biting their thumbs at Tur Star. It had not the slightest idea that it was ina state of war. It is not in the habit of allowing the disappointments of its business office to influence its conduct a’ @ newspaper, and ingthis case it did not know that anyone but Commissioner Wheatley had disappointed its business office. The pretense that the disappointment in question has caused the publication of the real estate purchase articles is absurd on its face. Tue Srar has always freely criticised official acts and methods of conduct of public | office. It has always freely published com- | plaints by citizens concerning official griev- | ances. The statements concerning the school- site purchases were printed in pursuance of this policy. and the comments upon them and upon the explanatory statements of the Com- missioners were temperate in tone and directed solely to the consideration whether the District had not, directly or indirectly, been required to pay out money to an intermediary. for which payments there was no Jegal authority and no actual necessity. ‘The animus developed yesterday was on the | part of the Commissioners against Tur Star. and not on the part of Tue Stak against the Commissioners. The mortification of the news department of Tur Star that it had failed to ascertain that the Commissioners in high dudgeon at a request for business have been for months snubbing, pounding, and otherwise cruelly treating this paper is far greater than the original disappointment of the business office in regard to the advertising. Notwith- standing the alarming discovery of the Com- missioners’ disapproval Tae Sra will continue to be published as usual, and to print all the news with comments in the interest of the people of the District — + The Senate's rejection of the British extradi- tion treaty was long delayed, but its first defeat comes all the sweeter to its opponents. This | treaty. negotiated by Mr. Phelps in 1886, would have included in the list of offenses for which criminals in either country could be appre- hended m the other, manslaughter, burglary. embezzlement or larceny of the value of $50 and upwards, and malicious injury to prop- erty whereby life is endangered. This extension of the treaty is especially desirable for both countries. Its advantages preponderate in our favor, but Canada is equally anxious for its adoption in view of her increased accessions from our criminal classes during the last few years, The clause which brought defeat upon the treaty was that relating to political offenses, The aim of England is to effect an agreement which will allow her to put her hand on dyna- miters who take refuge in this country. The friends of Ireiana could not bring themselves to believe that the treaty with all its amendments was sufficiently guarded against @ perversion of its terms. A clause waa inserted expressly excepting political offenses, but both countries have erred at times in demanding the extradition of a criminal for a crime which was clearly extraditable, and then after getting him in custody trying him for another offense not extraditable. This was the weak point in this treaty, and the rejection is due to the benefit of a doubt extended to Irish-American citizens. Extradition as an international ac- commodation proceeds now under the Ashbur- ton treaty modified by the British extradition act of 1870, by which Great Britain greatly ex- tended the list of extraditable offenses, $$ The German system of espionage, signs of which have been noted by American army and avy officers for several years, is provoking attention anew. German officers have repeat- edly enlisted in our army to desert with the in- * formation which they were sent to secure. The same thing has occurred to various vessels in our navy. They have sustained wholesale desertions at times which were afterward discovered to be dne to the enlist- ment of numbers of German naval offi- cers sent to report on our ships and their armament. The latest outcropping of this crafty system of spy-work occurred this week during the trial of the 500-pound dynamite shells in New York harbor. There suddenly appeared on the scene, uninvited, a dapper | little Spanish count, so-called and introduced, This little man now turns out to be| a Baron Stomberg. of the German army, and his errand was to learn all he could of the ne@® projectile, and the gun that must be depended on in great measure for the defense of New York city in case of war with a foreign power. itis not pleasant to think that these spies infest the country, but it is well to know their presence and Put 4 proper esti-} mate upon it. When Germany fought France her officers knew the French territory better than the French theinselves, ——____ = —— Bismarck’s latest view of himself in the Samoan scene isa side view. The old man is changing base and taking a seoond thought. But the withdrawal of the order to the German consul putting Samoa under martial law is not a complete “backdown.” It is apparent that | the man of blood and iron has discovered that he is stirring up a hornet’s nest and hes made use of & diplomatic subterfuge to modify the alarming state of things. That he relents at all from his determination to prosecute the war against the followers of Ma- taafa is not clear, or that in waging that war his forces may not destroy life and property of Americans is not obvious. The form of the effair is changed, the purpose is not. It shows, however, that his information of the state of feel- ing in this conntry has not been without effect in bringing the obstinate old chancellor to rec- ognize to a degree the error in which his iron will has enlisted. The effect in this country and on Congress should by no means suspend our distrust or abate im the least speedy and complete preparations for the worst. In that way only is peace possible. as things have gone.
