-@ THE i EVENING STAR: ‘WASHINGTON. D-C:. The answer which must be made to the in- quiry of “A Veteran” in yesterday's Star,— shall he find the monument of Zachary to bring the blush of shame to cheek of every American citizen. ‘the old hero's name and fame have never Yet been commemorated by the erection of a statue or monument, it is difficult to explain, except upon the not very creditable hypothesis | NEW that what is everybody's business is nobody's business. Certainly, few American soldiers or soldiers of any country have better deserved much recognition; and, odions as comparisons may be, it is perfectly safe to say that many men who merited less have received much more. Aside from the debt of gratitude the country owes to General Taylor for the ex- tended and rich addition made to its domain, he illustrated at once and in a high degree, the noblest characteristics of a trained warrior and the sterling virtues of a plain American citizen. The country has had few soldiers who were braver, more patriotic, or less assuming than he. It is eminently proper, therefore, that the suggestion so pertinently made by our corre- spondent should be carried out. He was him- self a gallant commander under General Taylor, aa he was inthe country’s later struggle, and no more fitting person to inaugurate the move- ment and lead it to a succesaful issue can easily be found. Are there not enough of his old companions in arms still left in the country to secure for the memory of the simple-man- nered old hero a visible and lasting recogni- tion at the national capital, such as other sol- diers, no more worthy, have received? If the Mexican Veterans of Washington should take the matter up, and set the ball rolling as they ought to, and can, we feel sure their efforts would be promptly and ably seconded by their comrades elsewhere, and that there would be a quick and generous response on the part of Congress, and, behind Congress, of the country at large. Who will step to the front, and take the initiative? a Paris votes to-morrow for her representa- fives in the chamber of deputies. The elec- tion isa test of Boulanger’s popularity in an- other section of France. Already a deputy from the department of the Nord, there was No necessity for his becoming a candidate. But he has done so to extend the proof of his pop- ularity and gradually make apparent his hold on all France. His opponent, M. Jacques, is an amiable gentleman, whose popularity is due to good manners and good wine, the latter of which he produces in great quantity, being one of the leading distillers in Paris. His can- didacy means nothing except the desire to de- feat Boulanger. He has been a favorite, how- ever, winning his political victories quietly and easily. For eighteen years hg hasbeen a mem- ber of the general counciJ. Boulanger’s vic- tory would indicate the strength of the popular desire for constitutional revision and dissatis- faction with the present form of government, as well as Boulanger’s popularity and the desire to move steadily though gradually towards war with Germany. — The Eckington electric road proposés in its extension from its present line to F and 15th streets to use the underground conduit system, which is successfully used in Allegheny city and Boston. The capital will welcome a full trial of electricity as a street-railway motor by asystem which does not add to the overhead wire nuisance. It is perfectly practicable to use both overhead and underground wires on different sections of the same road, and the wisest method appears to be to employ the un- derground conduits on crowded city streets, and torun the lines overhead on suburban roads, in villages, and in sparsely settled re- gions in general. ee The experiment of wearing knee-breeches or Knickerboekers at a fashionable ball was very successfully tried by some of the young gentle- men leaders of ‘iety in New York the other evening, and it is predicted that the style thus set by what is termed the “upper circles” there will soon become the rage in other parts of the country. It may and it may not. This is one of theclassof cases in which very much de- pends. In this particular instance it will de- pend altogether on the size and shape of young men’s legs. $$$ In the matter of circulation, the Indianapolis News makes a most excellent showing, but Tar Sram cannot concede to that paper the supe- riority it claims for itself in that respect. On their face. the figures given by the News seem to be convincing; but, as often happens to be the case with figures, they do not accurately represent the facts in the case. To make per- fect the comparison between the two papers, the News must eliminate from its estimate of the population of Washington an element which does not exist in Indianapolis. representing wearly 33 per cent of the aggregate. This gives Tue Srar a rating which no amount of argument or figuring can change. a ‘The total of the District appropriation bill, as it passed the Senate, is large, but the pro- Posed expenditure is within the District's means. The outgo will not exceed the income, and Micawber’s condition of happiness will be realized, and his state of misery avoided. Ob- jections to the bill must be based upon the criticism of particular items as unwise, and not upon the size of the aggregated appropria- ; The House committee's proposition for the disposition of the District's surplus by applying it to the payment of the water debt failed in the House. The Senate committee's proposi- tiom passed the Senate and goes to the confer- encecommittee. It provides that the balances of District appropriations remaining unexpended at the end of two years from the close of the fiscal year for which such appropriations are made shall be covered into the Treasury, one- half to the credit of the surplus fund and one- half to the credit of the general fund of the Distriet.
