Saturday’s Star will consist of 12 pages, and will be in every way a most attractive and interesting issue. It will contain an unusually large amount of read- ing matter, both original and selected, and of special local interest, thus ensuring*an excep- tionally large circulation, even for that favorite issue, and securing a thorough perusal by all classes of readers. As an advertising medium, the daily editions of Tae Stax present such advantages as cannot be equalled by all the papers in the city com- bined, and the Saturday issues stand ont promi- nently above all the others of the week, as the sworn weekly statements show. Advertisers should therefore avail themselves of the coming Saturday's mammoth edition for making known to the public the various inducements they have to offer, and in order to secure proper display and classification of their announce- ments the copy therefor should be sent to the office on Friday evening. if practicable, and 1x ALL CASES BEFORE 12 o'clock M. ON SATURDAY. Although three of the best and fastest presses in the world are kept running at the height of their speed to work off the daily editions of ‘Tue Star, in time for the trains, mails and city circulation, it is necessary to put the forms to press at a fixed minnte in order to meet all de- mands. This makes it essential to have the advertisements in hand at the earliest hour possible. News-Agents in the adjacent towns and city Newsboys should also sendin their orders early for this mammoth edition of Tue Star, in order to prevent loss to themselves and disappoint- ment to their patrons. em oe The street railways of the city received their annual verbal overhauling in the Senate yes- terday. A fortunate day will come to the capi- tal when some visible, tangible improvement in existing conditions results from one of these periodical lectures. But to accomplish this end persistent action must follow words. It is evident from yesterday's debate and from other similar discussions in the past that the Senators are perfectly familiar with the condi- tion of the street railway service in the city, and of Washington's needs in this respect. Legislation providing a remedy, which cannot be evaded. and of which the enforcement shall be compelled, is all that is lacking. For years the city has been asking for the substitution of the grooved for the dis- figuring, wheel-wrenching T rail. Even the railways have recognized the justice of the capital’s complaint in this regard. The Wash- ington and Georgetown company has promised to put down the improved rail. but has not yet found the convenient season for fulfilling the promise. The Metropolitan has rid itself of the T rail in certain sections of its track. The new Eckington road has employed the grooved rail. So far as Congress can regulate the matter no other kind should be permitted within the city limits. Improvement in the motive power of the railways is also demanded by the times. But in substituting electricity for the horse the capital asks its legislators to require the use of underground conduits or storage batte- ries, and not to aggravate one evil while seck- ing to remedy another by adding to the net- work of overhead wires within the city limits. Increase of municipal revenue from street railways is atopic which has of late received considerable attention from city authorities. If Congress will, in authorizing new lines or extensions, and as far as possible in case of ex- isting lines, require, outside of ordinary taxa- tion, the payment of a compensation for the valuable franchises in the free use of public streets granted these corporations, or, as a sub- stitute, the sharing of their profits with the community, it will only be following the wise lead of the legislative authorities in other large American cities. —————<—_ = It appears that the Panama canal charter gives the United States of Colombia the right to forfeit the grant to the canal company if any of the rights under it are transferred or mort- gaged in any way whatever in favor of any foreign nation or government. The passage of the Edmunds’ resolution by the House will in- dicate that the United States of America will furnish support, moral or otherwise, to its southern neighbor in case events should fur- nish the necessary conditions for this declara- tion of forfeiture. ‘The United States of Colombia have an even weaker navy and army than the United States of America, and in case of the intervention of a foreign power the gov- ernment of the former might not think it prudent, if entirely without allies, to avgil itself of the opportunity of declaring a for- feiture of the grant. $e The seme arch under which Wasbington passed at Trenton on his way to his inaugura- tion is to be erected over Gen. Harrison's route to the inaugural centennial in New York. Itis all right to use the arch, but the half dozen rose eight stiff-legged little girls in the ancient prints, picturing the occasion, should not be repeated. —— Cabanel, who died yesterday, perhaps more than any artist of his time, has impressed him- self on American art. He was the favorite teacher of our artists. His glory was his draughtsmanship; his color was indifferent. He could draw the human face with six strokes of the crayon. — oe A delegation of colored men from the southern states will soon visit Indianapolis to press upon General Harrison the importance of ® fuller recognition of their race. They do not intend to ask a cabinet portfolio. They do not believe their race has yet risen to that level of general intelligence which would demand such an honor. But they have a fixed measure of their progress, apparently, and they express it in such offices as those of burean chiefs. Of these they claim they should have several in the next administration. There goes with this the idea that more department clerkships should be given them and a larger share of places generally. It is evident that the colored politicians do bot mean to get left out of Harrison's list through any failure to join the procession beaded for Indianapolis. — — ‘The action of the Senate in the Samoan em- broglio is entitled to popular approval. It is in strict obedience to our obligations to the Samoans that they be protected from the ag- gression of other powers. Five hundred thou- sand dollars is too small a sum upon which to begin a war with Germany, but it may be just enough to nip a possible war in the bud. es The sudden death of Judge Burnes takes from the Missouri delegation one of its ablest men. He was a man of sincere quality cast in « large intellectual and moral mold. His inflaence was great and for good. In the essentials of political belief he was thoroughly ademocrat of the ancient and honest stamp; but beyond party conformities he was liberal, straightforward. and fearless.
