So Events at Samoa suggest the strengthening of the navy with all speed, the construction of bigger cannon at the Washington national gun foundry, and the immediate concentration of all the nation’s naval force conveniently and readily available at the scene of controversy. No war between the United States and Ger- many is likely to resnit from the affair. Neither nation can afford to go to war with the other. But Germany is at this stage of the proceed- ings a bullying aggressor upon American personal rights and American property, and a halt should be called and redress demanded in no uncertain tone. Fuller information concerning the Samoan contro- versy may show that nothing has been done which explanation and apology on the part of Germany may not remedy, but the movement te secure such explanation and apology cannot be too prompt or too vigorous. The extent of reparation will be measured by the apparent earnestness of the United States in the matter. The indifference and unconcern to aggressions upon American rights exhibited by representa- tives of American diplomacy have given more encouragement to a policy of con- temptuous disregard of protests by Ameri- cans against the acts of foreign governments than any other fact. In view of the weakness of our navy Bismark might be pictured as scorning American resentment and persisting in a policy of injuring American property and insulting the flag with Tweed’s reply to expos- tulation: “Well, what are you going to do about it?” But the relations of Germany with other Europeans nations, and the extent of her merchant marine to be exposed to Ameri- can privateers in case of war, exercise a pow- erful restraining influence. With Et powérs so evenly balanced the full weight of the United States thrown into either side of the scale would send the opposite side flying into the air. Nothwithstanding the con- temptible military and naval showing of the United States its latent strength is well appre- ciated in Europe, and firmness in maintaining American rights and in demanding redress for American wrongs on the part of its official representatives, coupled with the indication of earnestness furnished by a strengthened navy concentrated at points where American in- terests may be threatened, will almost in- variably result in a peaceable settlement of difficulties without discredit to the national honor. Such a settlement can doubtless be obtained in the present case; and no other should be accepted even though hostilities may follow. The United Stateswill never cease to be bullied, if bullying is never resented. $2 The latest Missouri tragedy is one of the most remarkable in the annals of love or mur- der. Having four daughters, Henry Thomas could have spared some of them. But when two young men eloped with the two older ones he went after them with buckshot, killing all but one daughter. On the way home he learned that two more of his girls had eloped. These he soon recovered, but before he could reach his home unkind fate overtook him in the shape of a mob.and the three daughters, besides hay- ing no husbands, mourn the loss of a father, ——<—$—<<— ‘The prospect of a vote on the Senate sub- stitute for the Mills bill to-morrow with several most important schedules untouched by open debate is not an alarming one. It must be re- membered that those topics have been under discussion for two Congresses, that the Senate finance committee afforded ample time and op- portunity for discussion of every detail in- volved. The bill has been before the Senate several months, and there is doubt- less no provision contained én it that has not been thoroughly. considered, although in a private and informal way. The debate has embraced so many topics that were wholly for- eign to its scope that valuable time has been wasted. With proper self-restraint the Senate might have concluded all the important feat- ures of the bill in ample time for the vote to- morrow. Political discussions and the tariff have never yet been divorced, and they were never more inextricably mixed than in the de- bate just coming to a close. Whoever cleans the snowy. icy sidewalks in obedience to law and humanity to his fellow beings is a public benefactor. To-day the sun has been Washington's greatest public bene- factor in this respect. And he usually is. The average Washington citizen shows a reprehen- sible tendency to leave his sidewalk until the sun can mend the matter by turning #n0¥ and ice into slush. Gen. Feancis E.
