The immediate necessity in the Rock creek park project is to secure the necessary land, to take advantage of a present willingness by some owners to donate, and to condemn the remainder at present low valuations. It is not necessary that the full amount of money re- quired for a completed park shall be immedi- ately supplied, one-half from the surplus and current resources of the District. It should not be necessary for the District to pay at this time even its one-half of the cost of the land. The national government should advance what- ever may be necessary for that purpose, and be reimbursed gradually by the District, as in the case of the alleged water-works’ extension. ‘The expense could thus be distributed among présent and future tax-payers, and the latter would have the advantage of enjoying their park while contributing toward it, and of securing the land at the comparatively cheap rates at which it can now be obtained. There are many reasonable demands which draw upon the current income of the District and which need to be considered if the appropria- tion of a large lump sum to a single improve- ment, however worthy, is proposed. It is of the highest to establish the pro- posed park. In view of the increase of values im the Rock creek region, and the growing danger of destruction of its picturesque fea- tures, the park must be secured soon or not at all. Butso far as the District is concerned, if the cost of improvement is to be heavy, pro- vision might be made, as above suggested, for paying it in annual installments. By this plan the immediate action which is desirable in re- spect to the park could be authorized without involving the slightest neglect of any of the city’s current needs. oo The reaffirmance by the Supreme Court of the United States in the Stoutenburgh-Hennick ease of the unconstitutionality of the drum- mers’ license tax as a state regulation of com- merce between the states isin the line of the decision in the Texas case last October. There is, however, the additional decision that the District of Columbia is to be viewed as a state so far as the constitutional provision concern- ing interstate commerce is concerned. A new application is furnished of the old rule that the District is a state, when burdens or duties are to be imposed among the states, but not so when benefits are to be distributed among them. The District is enough of a state to pay its share of direct taxes apportioned among the states, and to be bound by prohibitions upon the states in respect to the regulation of commerce, but ia not enough of «state to permit its citizens to sue in the federal courts as the citizens of a state, and when the home-rule planks of politi- eal platforms come to be construed it finds difficulty in securing recognition as entitled to rank in rights and privileges with even the territories. The suggestion of an Indianapolis colored man for recorder of deeds of this Dis- trict under the incoming President suggests that some at least of the republicans will be troubled with the same forgetfulness of politi- eal platform promises, or the same inability to comprehend their scope, that resulted under co oe ee W.. Call and examine our CATARACT WASHING MACHINE, the present administration in burdening us with Matthews and Trotter. ————+e+_______ So much money has been spent upon the aqueduct tunnel and the work is so near com- pletion that a member of Congress, no matter how strongly he may, in theory, favor a sur- face aqueduct, should hesitate long before urging the entire abandonment of what has been accomplished. It may be necessary to compel the contractors or their bondsmen at their own expense to reline the tunnel for the greater part of its length; but it seems very clear that it will be cheaper to the United States and to the water-takers of the District to require the tunnel to be completed accord- ing to contract* by the men who are under heavy bonds to do the work than to surrender what has been already spent and enter upon a new project. Disregarding the controversy over the comparative merits of underground and surface aqueducts in a for- mation like that pierced in the present case, there seems to be little room for doubt that, with the work in the stage which/it has reached, the capital can secure the much-needed in- crease in its water supply more quickly and for Jess money by completing the tunnel in sound and substantial shape than by substituting the surface aqueduct. If the contrary were dis- covered to be true, Washington would find itself in an exasperating plight.
