THE EVENING STAR. WASHINGTON ROSEY s. NOYES. THE EVENING STAR has the fullest Local Cireutation of avy Newspaper in the World, and as an Advertising Medium is worth more than all the other papers published in Washington. In these days of advanced thought and deep research, it is oftener science than conscience that ‘does make cowards of us all.” Nervous persons are on the lookout constantly for ba- illi in their meats, and infusoria in their drinks, and adulterants in their groceries and drugs, But the latest sensation in this line is the warning to amasement-seekers uttered by leading physicians in New York, as to the dan- ger of using the opera-glasses loaned to the public at one of the theaters on the drop-a- quarter-in-the-slot plan. ‘Persons affected with granular lids, or having any other purulent affection of the eye,” one authority is quoted as saying, “will be very likely, in using a glass, to exude upon it some particle of infected matter. This particle is just 2s likely to be transferred to the eye of the next person who uses the glass, and the result is almost sure to be contagion.” So great danger resides in the indiscriminate use of objects which touch the skin of different persons in delicate places, that it has become the practice, in Roman Cath- olie churches where relics are kissed by many worshipers, to keep a cloth saturated with an anti-septic solution, and wipe each object care- fully after a pair of human lips have touched it. Asimilar precaution is recommended to the manager who has adopted the automatic opera-glass box in his theater; as it is believed that, if the rims which touch the eye are carefully disinfected after each evening's per- formance before the glasses are returned to their cases, the chances of harm will be re- daced to a minimum, and the publie generally ean avail themselves of a great convenience without fear of the consequences. But the mere suggestion will be enough to deter nerv- ous persons from using the rented lorgnette and nobody knows how many quarters the en- terprising manager may have lost throngh the anxiety of the oculists to sound a timely warn- ing to the community. —$—$<$<$<—<— ‘The feature of yesterday's proceedings in the House was e filibustering deadlock on anti- filibustering legislation. The resolution under consideration provided that for the remainder of the session there should be no call of states for the introduction of bills on the first and third Mondays of each month. There is no good reason why the time of the national le; latore should be wasted on certain days of the month by the introducing and reading. merely to kill time and to prevent objectionable legis- lation, of voluminous bills or pretended bills never intended to be acted upon; or why, on such days, a single member who does not feel like legislating should be able to prevent action by the House of Representatives. To require @ two-thirds vote on these suspension days furnishes a sufficient eheck upon hasty and unwise legislation, and protects as far as they are entitled to protec- tion the rights of a minority. The American idea is not to prohibit all action except in matters concerning which the members of the legislature are unanimous. There is no popu- lar demand for the conversion of the House of Representatives into a jury which one obstinate member can render impotent. The tendency of things has been for some time in the diree- tion of reducing the House to a condition of practical impoten result of establish- ing satisfactorily inability to do anything at this session it may be expected that the House will be called upon for a further exposition of “How not to do it” at an extra session, a “What's bred in the bone will come out in the flesh,” says the old proverb; and the saws about heredity in ill traits are numberiess, They will all be quoted, prob to fit the ease of young Hopkins, arrested in Cincinnati for complicity in some extensive forgeries. | the notorious “B prison by President Cleveland. to enable him to die decently at home, and the son appears re to step into his place. It is the safest rule to let every tub stand on its own bottom. and not assume that the sins of one generation inevitably commit its posterity to a course of evil-doing. a The statehood ¢ ution in Washington territory seems practically unanimous in in- sisting that the name of the commonw shall be unchanged in the process of admission to the union. The endless confusion to which this would give rise has no effect upon the opinions of the delegates. It is time that the Northern Pacific railway took a hand in the controversy. It has settled nearly every ques- tion for the territory off-hand; why should it not do as much for the state? fair tofa is forthcoming alth oe-seeechete Inspector Bonfield, of the Chicago police, has arrested a man on suspicion of being the notorious Gustave de Rohan, who, in the guise of a priest, has proved himself one of the shrewdest confidence men in the country. He denies his identity, however. Unlike his great namesake, he has no notion of proudly proclaiming: “Rohan je suis!” To the old Rohan it meant present honors and undying fame. To the Rohan of our day it would mean an indefinite residence in the penitentiary. siesber! sao The withdrawal of the nomination of Leon ©. Bailey to be district attorney for Indiana and the naming of Solomon Claypool for the position are variously construed. It may be that the President has only recently learned the full extent of the objections to Mr. Bailey as a personal assailant of Gen. Harrison and as a close friend of convicted violators of the elec- tion laws, and that the action is in the neture of a dignified apology to the President elect and a concession to public opinion. Or it may be that the certainty of the rejection of Bailey nomination by the Senate pointed to the con- tinuance of a vacancy in the office until the in- coming administration is installed, and that the wise democratic policy appeared to be to fill the office before the 4th of March with a demo- etat to whom the Senate can raise no objection, and who in view of the complications in the bribery and corruption cases in Indiana may be expected to be allowed to hold his place under the new administration. er John Arthur Burns, evidently “Jack, the Rip- per,” hasturned up in St. Louis, threatening to tear the heart out of a woman of ill-repute, and attempting to destroy her life in conformity with an alleged divine command. $+ a ‘The American Wilkie Collins should write a new novel entitled “Man and Wife,” bringing out the inconsistencies and peculiarities of the marriage laws of the varfous states. He would have a much wider and more varied field from which to draw materials than the British novelist. The Standard Oil Company is beginning to take an interest in the Delaware Senatorship, and a representative of that corporation is on the ground asking votes for the position.
