White in the January number of the Forum contributes the second of his arti- cles on the subject of a national university at Washington. The first article sketched a plan for an examining but not a teaching university at the capital, which should award scholarships and fellowships in other institutions but should not have any instructing faculty of its own. In the present article the plan of ® university for instruction is presented. The wonderful development of the Ameri- can university within the last twenty- five years is discussed at length. Speak- ‘ing of Washington as a great educational cen- ter he says that it has as yet no proper endow- ment, and that this, ‘in view of the thin /ais- sea-faire doctrine now dominant, must be sup- plied by some citizen or citizens rich enough to furnish the millions required, great enough to know what this would do for their country, and ambitious enough to see the high place which such a gift would give tothe man who makes it—a place infinitely higher than that of two-thirds of our Presidents, statesmen or generals.” Another article is promised which will treat of the advantages of Washington as the seat of a university, the splendid founda- tions already existing here in men, means and material, and what might be built on this basis. Evidently Mr. White as well as Senator Hoar will do what is possible to realize George Wash- ington’s plan of a national university at the capital. It is a cheering sign that somebody in Alaska thinks enough of the good repute of that Ter- ritory to come to its defense. The Juneau Free Press denies the stories told by Mrs. Voor- hees about the riotous lives led by the rougher element in tho Alaskan population, declaring with some warmth that the low animal passions of miners and hunters “do not as a rule show themselves here, as they are naturally subdued by hard work and the want of leisure to indulge them.” There must be something in the cli- mate of the region, then, that makes for a higher morality; for it seems strange otherwise that the hunters and miners of Alaska should differ so far from the corresponding classes in the other newly settled parts of the country. The greater probability is that the town of Juneau has passed a trifle beyond the most primitive stage of civilization, and reached a point where its inhabitants begin to feel enough pride in their good name to resent any charge so sweep- ing as to include them with the worse cases in the territory. There is an overhauling of cravats and gloves, an un- easy attention to the weather indica.ions, and a general petition to the weather-bureau for anything but slush, the hack-hiring compeller, and the carpet destroyer. a A Texas murderer was sent to the gallows last week smoking a cigar. This was doubtless a bit of bravado on his part, and his jailors had not the heart to refuse him such satisfaction as he might be able to get out of it. But it was in shocking taste, nevertheless, and is a type of a class of things which ought not to be permit- ted. Aman who should propose to smoke 2 cigar at another's funeral, or beside his death- bed, would promptly be rebuked and driven away; and why he should be permitted to dis- regard the simplest considerations of respect and dignity on an equally solemn Occasion, in which he plays himself the central part, is not! - apparent.
