4 THE EVE) WASHINGTON: CROSHY S. NOYES. 1 the fullest Local STAR bas as ‘The project cf converting the picturesque Rock Creek valley into a public park has long th aghtful citizens as the stify the claim of Wash- can brag ably of our carriage-ways (keeping & discreet silence, however, about our of our shade trees; lic buildings (not making proud same the pension office though), and of the many jsome private houses that would be creditable to any city. But when we come to the matter of that indispensable feat- ‘ure of # first-class city, a great public park sup- plying a health and pleasure resort for all Classes, the comparison of Washington to the European capitals of London, Paris, Berl and Vienna, with their thous ands of acres of parking, is most humiliating. The moderate area allowed in ‘the original plan of Washington for this pur- pose has been gobbled up as sites for public buildings or railroad depots, and the capital City of the nation is absolutely obliged to sponge upon the old soldiers at their home for ® park drive of even » mile in extent! : ‘At the same time the District of Columbia has within its borders in the Rock Creek region all the requisites fora park of unrivalled at- tractiveness, It can safely be asserted that no other city in the world has within its territory such opportunities for » superb park with such ® marvellous combination of all the elements Of the striking and picturesque in scenery in the shape of bold cliffs, pleasant meadows, grand old forest trees, all bordering upon a stream of wonderful vivacity, beauty and Purity, as those aiforded by the Rock creck valley. The vast parks of European capitals have many beauties, but they are almost inva- Fiably of a flat monotony of surface, and their water features are sluggish, diteh-like affairs. Another important advantage is that the cost of converting this territory into a park would be comparatively trifling. There should be no meddling with its present wild loveliness. A few roads and bridle-paths and a bridge or two are all that is requisite to bring it into immediate use. And when once opened up and opportunity giyen to the people of the country visiting Washington to see its attrac- tions it is certain they would heartily endorse the action of their representatives in Congress im acquiring this grand National Park, adorn- 00 fittingly the National city. Bat it is imperative that action should be | promptly taken in this direction if the great natural beauties of the region are to be pre- served intact. Already small inroads are being made upon the noble forest growth, and not one of these grand old trees, the product of centuries, can be spared. Many other considerations urge speedy action and have prompted some of our public spirite. citi- zens to propose through Tux: Stan that some energetic co-operative action should be taken by all interested in the permanent welfare of the city to bring about the immediate acquisi- tion of the Rock Creek region for a national park. er ‘The President, Secretary Fairchild, Speaker Carlisle and other democratic leaders in sym- pathy with the tariff reform league. agree with the executive committee of the national asso- ciation of democratic clubs in the opinion that the next national campaign will be fought upon the same issues as the last. But there are thousands of democrats who are not so sure of | that, These democrats are politicians and | partisans primarily, and tariff-reformers only secofidarily, if at all. They expect the republicans, before the issues of the next campaign are made up, to reduce the sur- plus and to remove some of the inequalities and inconsistencies of the tariff, cutting away the foundations of some of the popular argu- ments for tariff reform which were available im the last campaign. They appreciate that a very powerful element in the democratic party cares more for present victory than for future tariff reform, and that the prominent issue of | the unsuccessful campaign of 1888 will be feared and avoided by this element just asa burnt child dreads and shuns the fire. They joings and short- comings of the republicans in their manage- ment of the affairs of the republic during the next four years, and believe that, while the republicans will be recognized in a general way as the protective-tariff party, and the demoerats as the revenne-tariff party, the tariff issue will not be permitted by eautious demo- eratic politicians to assume the same promi- nence in 1°92 as m 1533, Some of the Methodist isters of Indian- apolis enter their protest against an inaugu- ral ball. Other persons, equally few in num- bers, condemn all public celebration of the event, all the parade, decoration and fireworks, and would have the new President, after the methods of early simplicity, ride unattended from the White House to the capitol, and tie his horse to the back-yard fence of the capitol while he enters to take the oath of office. It must be remembered, of course, that the martial display to which some object is not an exhibition by the government of a standing army, and that neither the government nor the tax-payers of the nation are responsible for the extravagance of decorations, fireworks and a ball. The people of Washington voluntarily celebrate a great event ina manner which seems to them suitable, and the people of the nation flock spontaneously to the capital to Participate in honoring the installation of a new executive. Those who cannot come or do not care to come to Washington to Join in the city's merry-making are of course at liberty to stay at home and criti- cise howpitalities in which they are neither hosts guests. The citizens who pay for the celebration ought, however, to be Permitted to decide how their money shall be spent At the same time they are grieved to think that any one should be displeased with the manner in which they propose to entertain the new President, and are especially desirous of conciliating the good men of Indianapolis, ‘To this end it may be stated that so many per- sons attend the so-called inaugural ball who do ot dance that the affair is really a popular re- ception to the President, and presence on the @ceasion can hardly compromise the strongest opponent of dancing. The protesting Indian- spolis clergymen are therefore cordially in- Vited to meet the President at the Pension building on the evening of the 4th of March, —————— In congratulating the American Historical Society upon its selection of Washington as its Place of meeting, Senator Hoar, at the society's closing session last night, very happily and gracefully referred to the fact, now oming to be generally recognized, that the capital is fast aequiring the advantages, facilities, and condi- tions which will make it iney itably the center of the republic's activities tare, and education. 4 — hher daily mail. Mrs. Cleveland seems to have set the ergs of vane hare egard wives to be regar as mew of the administrati: and Mrs. Harrison and all her successors in the White House will Probably have their hands fall with the greatness thrust upon them, With a governorship in hand, « cabinet port- folio talked about, and an aspiration for sena- torial dignities which may possibly be grati- fied, Mr. Goi of West Virginia must feel that Politics is not a failure.
