WASHINGTON: teined and may never be, but it that the bloodshed resulted from the plaint of assault had been made by an armed body of white men without legal autharity to arrest him. The deaths have apparent- ly been caused by the fact that in- dividuals have attempted to take the administration of law into their own hands and to administer it through the shot- gus, instead of through the agency of courts and the officers of law. A similar attempt at Birmingham, Alabama, even after the man against whom mob violence was directed was in the hands of the law, resulted in loss of life. It fs strange that the similar lawless efforts of the White Caps in Indiana and Ohio to make their fellow citizens law abiding have not ended in the shooting of some of the masked whippers of their neighbors. The lesson to be learned in all these cases is that private vengeance, either by the individuals directly aggrieved or by sympathetic mobs, must not be substituted for legal methods of punishment through the constituted agencies. os ‘There are indications that the day for ‘wooden and iron bridges, at least for railway purposes, is going by. The managers of the Pennsylvania railroad have resolved to rebuild all ite short-span structures of that class in brick or stone, instead of iron. It is argued that the weight of locomotives has increased so much of late years that iron bridges, which were built with a large margin of safety, are now dangerously Ytried by the trains passing over them, and the expense of inspection and repair of iron bridges represents » large interest on their cost. For these reasons the engineers on the road have decided that brick or stone arches, although much more expensive in the first instance than iron trusses, will be ebeaper, as well as safer, in the end. ‘The same reasoning will apply, though with perhaps less force, to wooden and iron bridges on ordinary roadways, and the intelligent local authorities in many localities are now substi- tuting stone arches for short span ,bridges and culverts where rebuilding has been necessary. Considering their greater durability and lighter cost of repairs, they are far more economical in the end on an ordinary wagon road, as well as on a railway line. And there is another point worth taking into account, ‘That is the esthetical consideration.
