Cranr, Notary Public. oe Both the democratic and republican news- pers of Baltimore indicate clearly what it is that enables the lawless oyster dredgers of Chesapeake bay, without fear of punishment, to kidnap slaves from the streets of Baltimore, to kill them by barbarous cruelty or by ex- posure and starvation, to violate state laws pro- tecting the oyster beds, to defy, resist, ~nd put to flight with powder and ball the state forces Bent to enforce obedience to the law, and even to fire upon a harmless passenger steamer in the true piratical spirit of hostility to all man- Kind. These law-breakers are Maryland voters. In modern politics their votes are a purchasable commodity. They are de- livered to a party, faction or political leader for toleration if not protection in illegal courses. They trade in votes as well as stolen oysters, and make one illegal trade shield them from the consequences of the other. It is also intimated that the oyster navy itself is honey- combed with political jobs to such am extent that it is useless. The ille- gal dredgers have notin the past been pun- ished when captured. Now they are not even caught. Political bribery is the fruitful mother of a multitude of sins. Varied and illimitable corruptions followed the organiza- tion in New York of mercenary bands whose weapons were votes, ‘and who fol- lowed their leaders in politics without question even after the latter had been ex- posed to the world as colossal thieves. The Maryland political mercenaries occupy the waters of the Chesapeake as well as the city slums, and their organization receives for votes not merely money, but permission to kidnap, steal and murder. Political corruption in Maryland thus causes the trading politicians to become accessories before and after the fact to murder, to degrade a state government, to bring humiliation upon a state's people, and to become responsible for a condition of law- lessness in Chesapeake bay which disgraces the American republic and the nineteenth century. Early consid ation bill m the House is promised. The com- mittee on appropriations has reported this bill with creditable promptness, and is also to be commended for the large increase in the amount of appropriations proposed for the District over that suggested by its bill of last session. Points in proposed legislation which one does not like always elicit more comment than those which one does like or to which one has no objection. The normal attitude of an American is that of criticism, not of eulogy. While Tar Star does not refrain from specify- ing particulars in which it thinks the District appropriation bill, as reported, can be im- proved, it thinks that the community has good reason to be gratified at the early and favor- able start which the House committee has given to the legislation which is of the greatest in- terest and importance to the District. $< The inaugural executive committee have very judiciously fixed the price of the ball tickets at $5. This is the popular price and the one that has heretofore raised the largest amount of money for the inaugural celebra- tions. $< 2 There is a volume of cheerful suggestion in the discovery made in O street, near 10th, the other day, where a broken water main lay so close toa broken sewer pipe that the water which leaked out flowed into the sewer and was carried off. In such a case, what is to pre- vent the contents of the sewer from percolat- ing through the earth which lies between and tinting the water of the supply pipe? $2 The appropriation for permit work in the District bill should be large enough to secure the desired reform of the city’s sidewalks, If the amount proposed by the House committee is too small, the Senate should be urged to‘in- crease it. One of the most pressing of the ma- terial needs of Washington is that of better sidewalks. SunEnendeeeneee The closing testimony before the military committee investigating the tunnel was not the least interesting. The investigation has been &® straight-forward and searching oue to the end, and evidently has not been conducted for the purpose oof whitewashing anybody. $$ A democratic cancus to discuss the « subject of the territories which want to be states hasbeen called. Ifa majority of the caucus agree with its chairman, Representative Cox, of New York, at least Dakota or South Dakota will be ad. mitted at the present session.
