Casey's recent report in reference to the new congressional library building. This capable officer was di-| rected to report plans for a structure to cost not more than four million dollars, and he has done so, The original plan, which had met | the approval of the library committees and of Congress after long discussion and competition | With other plans, has Leen followed as closely as the reduced cost permits. The prin- cipal change consists removing the interior court of the original plan, which would give room for the future growth of the library. and the compression of the building | into a compact structare, incapable of further growth withont spoiling the architectural ef- feet, The best library which could be built within the amount limited was determined by estimating the cost of the original plan and by making the alterations necessary to reduce the cost to four million dollars, From this calcu- lation it appears incidentally that the original plan, with certain improvements in the direc- tion of simplification suggested by Col. Casey, can be constructed for six million dollars, an amount within less than two mii lions of the sum to be paid for the building un- der the reduced plan. The question natarally Presents itself, whether Congress will not act wisely to anthorize the construction of the six million dollars building rather than that of the four million dollars building. The former “will accommodate at first 1,608,000 volumes; | 4 will furnish at first extra space of 43,000 square | feet; will accommodate ultimately 3,537,000 | volumes, and will be filled with books in! ninety-six years, and with the court-yard ad-| ditions, which can be made as described, in one hundred and thirty-four years.” The latter | “will accommodate at first 1,163,000 volumes; | ‘will furnish at first extra space of 26,000 square | feet; will accommodate ultimately 2,215,000 volumes, and will be filled with books in fitty- | four years, but will not permit of any addition except at the expense of architectural effect.” ‘The government is erecting this building for the fature aswell as for the present. The superior accommodations to be furnished by the higher-priced structure are out of all pro- portion to the trifting difference in cost, The Principal reasons which led toa stoppage of the work on the library by the House last ses- sion were the impression that deception con- cerning the expense of the*proposed building had been practised, persoual objections of some representatives to the architect under whose management the work was progressing, and doubts concerning the real expense to whieh the nation was committing itself, which many thought would amount to ten million dollars, at least. A clear light is now thrown upon the problem of coat. It appears that the work already accom- plished at considerable expense ean be utilized and the original plan with slight modifications completed at a cost of six million dollars, not by any means an extravagant sum considering ‘the size, character and conspicuous location of the building. The best building material and workmanship, abundant space and absolute protection against fire must be secured. Archi- tecturally the building must be an ornament, not am eyesore. No cheap pension building barn should disfigure Capitol Hill in the imme- | diate vieinity of the Capitol itself. This structure* | inexpensive though six millions be allowed in- stead of four, is to be built under the direction of Col. Casey, whose admirable work in connec- tion with the néw State, War and Navy build- ing snd the Washington Monument has won | hbim the regard and confidence of everybody. He can be depended upon to spend econor cally whatever sum may be allowed, and to | complete with six million dollars the building | which he assures Congress can be erected with | that amount. Surely the House will not permit any prejudices lingering unreasonably from ‘the old controversy, or any promptings of penny-wise pound-foolish economy to prevent it from selecting that which is palpably the better, and in the long ran the cheaper, of the alternative plans. —————- = —_____ ‘The question has been raised in England, ‘nd not without pertinence. whether there ‘wasanything behind Lord Randolph Charchill’s recent speech, in which he reminded his Kesrers that no wise Englishman wanted to quarrel with America, but that it was the part of prudence to keep the two nations on the friendliest footing. The Salisbury government might go much further and fare worse in the choice of s representative here. Lord Randolph, as a public man, is built a good deal more on the | American model than on the English, He is | brisk, enterprising and active-minded. He is not eternally on his dignity, waiting for oppor- tunities to come to him, but he makes oppor- tunities for himself: and it is tothat aggressive trait he owes such success as he has made in his career. He would undoubtedly be popular in this country, and would enjoy his life among our people, who remember always one fact in his favor—that, in spite of bis blood, he mar- ried an American girl and has not made her an ‘unbappy wife. a M.
