The mayor or governor who, in the light of the experience of the last ten or twenty years, allows himself to be in- fluenced by the contemptuous expressions of a bandful of conservative publicists, or the sel- fish arguments of a horde of hungry male place-hunters, in his course toward women, takes his position very far in the rear of the procession. ———————— In the experiments upon calves and horses with electricity, made yesterday at Edison's | laboratory at Orange, seven hundred volts of alternating current were found to be instantly and certainly’fatul. The purpose of the test was to discover what current should be em- ployed in the execution of criminals who, in New York, are to be put to death by this | means after the Ist of January. Bat these experiments, like those which have preceded them, are interesting also as indicating forcibly the dangers from overhead electric wires. The English scientific men, after experiment, placed the safety limit of the electric current in the neighborhood of | one-half the number of volts stated to be certainly fatal as the result of the Edison ex- periments. The electric light current is far above the 700 volt standard. The electric rail- way current is above the safety limit as estab- lished by the English parliamentary inquiry. ‘The current of the telegraph wires is harmless in itself; but these wires. as well as those of the telephone system and of electric railways, are liable to be made fatal to those who touch them through entanglement at some point with the electric light wires. The power of resistance to an electric shock depends largely upon personal characteristics of the individual. One will not be eager to expose himself to be struck by lightning, because his neighbor has been struck and has escaped death. Nor will one wish to run his chances of receiving with- out permanent injury a current of a tension between the English safety limit and Edison's standard of sure death, merely because Tom, Dick or Harry, perhaps with greater powers of resistance, has suffered from such a shock only | a few blisters. The electric wires should all | be put safely underground, where they can neither kill nor blister, where they will not be | overturned by the blizzard or disarranged by the lightning, and where they will not interfere with the firemen, destroy the trees or disfigure | the streets. Commissioner Raymond's plan | for the burial of the District wires, soon to be | submitted to Congress, will be read with much interest, a Great preparations are making for the Ameri- can Sabbath convention. which is to meet in this city next week. Sunday work in all its forms is to be written against and spoken against and prayed against. Efforts are to be made to induce Congross to abolish Sundhy mails, Sunday military duty, and the running | of Sunday trains on interstate lines. When the | Sabbath association has succeeded in cutting | off all Sunday occupations of the grosser kind, | perhaps its sympathiescan be enlisted in bebalf | of establishing some form of rational Sunday amusements, such as picture-¢xhibitions, libra- ries, nataral history shows. etc., for men whose minds, as well as their bodies, are unemployed, are always the first to get into mischief. If they cannot travel, or read and answer their letters. or do anything else that is profitable with their one day of cessation from active toil, they will either seek some kind of im- proving recreation, or they will find a worse way of killing the time which hangs so heavy on their hands, ‘The Attorney-General points again to the accumulation of business upon the shoulders of the Supreme Court of the United States In spite of the vigorous work of last year the number of new cases exceeded the number disposed of, leaving the arrears greater than ever. Congress should immediately furnish some effective method of relief. The law’ delay will always be sufficient without postpon- ing aquitor several years to a certainty at the outset. If the police bave really got their clutches on the professional thief who steals actresses’ dia- monds these ladies will have to do a larger part of their advertising, in future, in the regular amusement columns. The District is pecuniarily interested in the direct-tax bill. But the bill, in spite of this fact, will receive the respectful consideration of the House, for states represented in Cou- grees are much more largely interested in it. | Caxox; Caxor: The attention of storekeepers and persons buying Candy is drawn to the Establishment of DURING THIS SALE WE HAVE ACCUMULATED u U ‘aaaa . q > aa >> peer wanan anes daaan reve ESeog are eae coo?
