WASHINGTO Commissioner Webb in defending the method adopted by himself and colleagues of purchas- img the sites for public buildings through agents, in the manner described in Wednes- day's San, says: “The Commissioners have no authority to pay an agent for making a pur- chase, and cannot use a dollar of the money appropriated for school sites for that purpose. Whatever compensation such agent receives must be paid by the seller, and what that is and how it is paid the Commissioners have no way of knowing.” Apparently it does not occur to the Commissioners that it is a matter of in- terest to them how much and by whom agents employed by them without authority of law are paid. The theory of the Commissidners is ‘that the seller, not the District, pays the agent employed by the District. The seller is not aware that he is paying this District employe in addition to his own real estate ageat who makes the sale, and the District fixes for him the amount which he unconsciously pays, as the agent's fee under the Commissioners’ theory is the difference between the price of the prop- erty which the owner receives and the price paid by the District. If the seller in truth is made to psy without his knowledge to the District's agent, who has rendered him no ser- vice, $323.44 in one case, #722 in another, and @1,100 in another, he has aright to feel aggrieved and to apply a harsh title to the transaction which has relieved his pocketbook im the sums specified. But inasmuch as these sums represent the difference between the market price of the property, which the own- ers were willing to take, and the price paid by the District, it would seem that the latter, and not the seller, really pays these expensive agents, and every tax-payer acquires an in- terest in the transaction. It is to be noted that the compensation of these agents is very much greater than the ordinary selling commission on the property, and that the District agents shared, when they could, in that commission also. The gain which it is thought the Dis- trict enjoys by purchasing through agents and making the sellers pay them big commis- sions “all unbeknownst to themselves” is dis- covered in the belief that the property is thereby secured at its market price, and that it could not be otherwise secured. This pre- sumed gain would, of course, be lost if one or two persons, recognized as such by real estate men, were habitually employed as agents, sinee the desired secrecy would not be ob- tained. It would also be lost in cases like that of the purchase of the police- station site, where the property is’ bul- Ietined to be sold at fixed prices to all comers. And in the few cases where the price of de- sirable sites might be raised if the purposes for which they were desired were known, the pur- chase could doubtless be effected by some one for the District who would not be recognized by the seller as its agent, and who would not charge many times the ordinary agent's com- mission for his services. The latter economy should be practised whether in trath the money for the agent comes from the District taxpay- ers, without authority of law, or is extorted without his knowledge from the seller. $= Since the Attorney-General’s office and Dis- triot Attorney Hoge's office have recently made @ beginning in the task of protecting the public streets and the government reservations from alleged private encroachment, it may be expected that they will now bring into court the great offenders in this regard, to whose extensive encroachments the commissioner of public grounds has offi- cially and pointedly called their attention. The railroads notoriously occupy with their tracks streets upon which Congress has not au- thorized them to enter. The commissioner of public grounds has placed before the Attorney General and the District Attorney's office for suitable action the official statement that the Baltimore and Potomac railroad without au- thority of law and in direct violation of section 222 of the revised statutes relating to the Dis- trict, is occupying four entire reservations of the United States, which are specified. Of course it is not to be supposed that the strong hand of the law, which protects the govern- ment property, is strong only against the en- croachments of the private citizen, and be- comes nerveleas and muscleless when applied to the powerful corporate land-grabbers. + = The Indianapolis Journal, which ought to know, comes out with a spirited defense of Private Secretary Halford against the charge of being a whistler; going, in its zeal, even so far as to throw doubt upon his ability to dis tinguish one tune from another. It would do well to stop there. Let it recall what Shakes- peare said of the man that hath no music in himself. We don't want any treasons, strate- gems and spoils in the White House for the next four years. Persons who have been brought up with any conception of the true relations of parent and child will be glad to learn that the young Ger- manemperor has, through the mediation of several crowned heads and a duke or two, been induced to consent to treat his mother with respect. The trifling circumstance that she gave him birth, nursed and cherished him in his tender years, and lavished on him an un- varying love, weighs little with him in com- Parison with considerations of state advantage orconvenience.
