There is no likelihood that such s thing would happen, since neither party, no matter how close the vote, would be willing to accept the responsibility of blocking legisla- tion for « whole session by making a fight un- leas the provocation were beyond all prece- dent. Bat, should such a case arise, into what a cheerful muddle everything would be thrown! The reflection that within a short distance of the capital of the Amer- ican republic men are forced by violence or tricked by lies into s condition of absolute and cruel slavery during the season of the year im which the labors of their captivity can be made profitable, and that their captors, the | modern revivers of the slave trade, add piracy to their exploits, and resist successfully with powder and shot the efforts of a sovereign state to compel obedience to its laws, gives one # curious sensation, as if some earlier century had been substituted suddenly for the nine- teenth, with its boasted civilization, human freedom and reign of law. Significance is attached to yesterday's edi- torial in the Indianapolis Journal concerning ‘that “to the victors belong the spoils,” and a ‘warning to the republicans who expect a clean clerk who is performing his duties faithfully, and to encourage all citizens who believe that, the government workshops should be run on ordinary business principles, end that the pub- Le offices should not be partisan spoils and a source of political corruption. The latest surplus-reduction scheme is that f Canada are looking more favorably every day upon the suggestion of annexation to the ited States, and that a reciprocal feeling is this side of the border; and if takes place the United States will the Canadian indebtedness. But is still strong opposition to annexa- tion on bot sides of the border, and there is hardly a remote pomibility of the happening of such an eyent in Harrison's presidential term.
