When the Senate} On, Mises, Loox rejected the fisheries treaty there was no shadow of doubt concerning the issue which was decided, and no opportunity to question the finality of the decision or its deliverance by a tribunal authorized to make it. Necessarily, therefore, to protect present American interests the President felt compelled to reverse himself and become a retaliationist. But the issues are somewhat complicated in the republic's decision of November 6th, and as long as there is room to dispute concerning the real grounds of the decision the President is not likely to become a protectionist, even for the purpose of securing an immediate reduc- THE BOYS EXCLAIM. If a body of men are to be permitted to break the laws with impunity, it is best that as little publicity as possible be given to the fact, in order that the bad effect of their example in the way of suggestion to other possible law-breakers may be reduced to a minimum. Some of these oystermen kidnap persons and hold them prac- tically as slaves during the season, and escape all punishment. Though kidnappers, and pirates, and resisters of the law to the point of murder, if necessary, they are also voters. If SRECL s the last-mentioned circumstance is sufficient to 0d paralyze the efforts of Maryland officials to | SOs SiS Matos: enforce the law, the state should at least in de- cent regard for public opinion and for the public example concede the shameful fact as far as possible. The election is over in the fifth Massachu- setts district, where Colonel Higginson and General Banks ran against each other, but the fighting is not, by any means. The straight republicans, the independents and the straight democrats are calling each other names ata great rate—through the newspapers, of course. The controversy seems to have narrowed itself down now to a question whether the republican committee, in hiring a small army of colored men to distribute their tickets on election day, and choosing for that service persons whose own votes, it is believed, would otherwise have gone to the opposing candidate, were guilty of bribery. It isa nice question, certainly, and one which is not likely to be settled till the alleged evil reaches such dimensions that all the eligible voters in a district are hired out on election day to distribute tickets, and no one ia left to take the tickets from the distributors. — = In connection with the observance in New York of the centennial of Washington's uration as President it is proposed that Presi- dent Harrison and Vice-President Morton make the same journey from Philadelphia to New York that Washington took one hundred years ago; and places along the proposed route are Preparing for the celebration. This commem- orative inaugural procession leads up to the eentennial of the inauguration itself, April 30, 1889, and the date of the celebration will fasten public attention upon the historic precedent for the change of inauguration day from March 4th to April 30th. The republic could in no way have more suitably observed the centennial of Washington's inauguration than by fixing upon that day the inaugural ceremonies of Benjamin Harrison. John Wanamaker gave a small fortune to the republican campaign managers to boom Harrison, and now the party newspapers are quarreling over the question whether he is going to have a place in Harrison's cabinet as ® reward for it, Whether Mr. Wanamaker wishes a cabinet place or not, there is no knowing; but it is safe to say that what he is getting now is just what he wants. The more the papers fight about him the wider the knowledge of his name and business extends among the American people to whom he sells goods. It is an exceedingly chilly day when Mr. Wanamaker doesn’t make even his emomies advertise him. ‘The difference between the aristocracy of Blood and the aristocracy of riches may be defined as ‘‘quality” versus quantity.
