Se The election held on the 6th of Novembe: ‘was only preparatory to another, to be hel: later, when the electoral colleges meet in their several states and ballot for President and Vice-President. Without this formality there eould be no change of administration, for the Constitution in terms requires it. But the roundabout method which our forefathers deemed so essential to the safety of republican institutions bas its serious drawbacks, for it |. @pens several channels for mistake, fraud or dispute. As matters are this year, there will be no controversy over the result. The victory of one party and the defeat of the other are too well assured to admit of a doubt, and even such an informality as occurred in the case of Georgia’s electoral vote in 1880— when the electors of that state met on a differ- ent day from the electors of the other states— would not be likely to raise a question on either side. But the conditions my not al- ways be so favorable to peace as now. With the warning of a dozen years ago still ringing in its ears, Congress has persistently neglected ‘to do its part toward making good certain de- feets in our Constitution. There still remains that ambiguous clame, referring to the counting of the votes of the electors which have beem sent under seal to the President of the Senate, “and the votes shall then be counted.” All the legislation of the last two years, during which period Con- gress seems to have waked up a little to the importance of this subject, has been directed to the task of defining the methods whereby disputes over the count itself shall be settled, and providing a means for ascertaining the yote of the electors of any state when they omitted some of the prescribed formal- ities. ‘The whole electoral system is an absurd sur- vival from a period when, owing to the difficul- ties and expense of travel, the people were but slightly acquainted with their leaders; and when the war being only lately over and demo- eratic government being still a very dubious experiment, the leaders distrusted the people. In our well-established republic it is wholly out of place; and @ clean sweep, doing away with the whole business and setting up in its stead a direct election by the people, would be ‘welcomed by most intelligent citizens. Neither party, however, is willing to take the first step toward changing the constitution in any of the respects noted. Neither is looking out for the public good, but both have an eye single to their own advantage, and, in a matter like this, ® change from complication to simplicity would have the effect of cutting off a thousand chances to resort to technical quibbles when staightforward methods have failed. —— - The war is not over. It is still waged with undiminished vigor over the composition of the next House of Representati Another district has been discovered, in Tennessee this time, which, eecording to suspicious republi- cans, is to be illegally returned as democratic, Bat Senator Quay says that the republicans will hold what they have won or believe that they have won with a mailed hand. While the republic has avoided the calamity of apparently electing two Presidents, there is still danger that it may not have been so fortunate in re- spect to the House. A double organization of that body, with a mailed hand supporting cach, would threaten illimitable public woes. The general welfare will be advanced if the work of grinding out certificates of election, upon technicalities, to confessedly defeated candi- dates shall stop at once for lack of material upon which to work.
