He not only favors a liberal interpretation and Vigorous enforcement of the existing law, but ‘would approve legislation extending the reform, which, he adds, it will be his sincere purpose to advance if elected. He points out that the civil-service-reform law received his support in the Senate, and expresses the opinion that all appointments under it should be absolutely free from partisan considerations and influence, and that only the interest of the public service should suggest removals. In view of these pledges President Harrison will soon be subjected to the same severe test which has been applied to President Cleveland. ‘The republican party in its platform has made distinct promises, and in the same connection it taunts President Cleveland with breaking his word in respect to civil service reform, and declares that “we will not fail to keep our pledges * * * because their candidate has broken his.” Will the party in good faith keep these promises, or disregard them as recognized forms of ante-election falsehood and deception, not expected to be taken seriously? If parti- san clamor for a clean sweep of the offices shall make the party false to its word, will pressure compel the President to prove equally false? Will he withstand political demands in pursn- ance of his “sincere purpose to advance civil service reform”? Will appointments be “free from partisan considerations and influence,” and will removals be suggested ouly by “the interest of the public service”? These are questions which greatly concern the army of government employes in the District of Colum- bia, and the District itsel?. If the offices are still to be viewed as political spoils each change of administration, whether political contro! of the nation be changed or not, will involve @ factional redistribution of the plunder, and deny all sense of security to the most de- serving clerk and all hope of the advantages of 4 reasonably permanent element of population for the District in the thousands employed by the great workshops of the Government. It may be assumed that the politicians of the re- publican party, imitating the recent conduct of the politicians of the democratic party, will, in large numbers, demand a division of the offices as spoils, contemptuously disregarding platform Promises, but it is not to be assumed that the new President will break so readily the per- sonal pledges of his letter of acceptance. He is known as a man of integrity and firmness, who lives up to his word. He will need all his resources, both of conscience and backbone, to withstand the frightful partisan pressure, under which Mr. Cleveland faltered. The people of the District and all friends of good government and of the public welfare will wish him victory im this trial. The Whitechapel murderer has added the ninth to his list of victims. ‘The stupid London police have been chasing him for more than a Year with no hope of success. As in the other cases his present victim is a prostitute, whom he has horribly mutilated. Nothing could now imerease the embarrassment and dismay of the police authorities except the an- nouncement from “the ripper,” in the line of his previous candid declarations, that he intends to change his class of victims, and make way with the police force itself, begin- ning with General Warren and working down. ‘This horrible chapter in the history of crime teaches how difficult it is to detect a murder when no personal hatred or other motive than the mere love of killing prompts the crime and farnishes a clue. DeQuincey could have made good use of this true story in his discussion of murder considered a6 a fine art.
