A DECISION REVERSED—THE MARSHALLS TO BE ALLOWED TO FILE AN AMENDED ANSWER. In the Court in General Term to-day Chief Justice Bingham delivered the opinion in the case of the United States against M. F. Morris et al.—the Potomac Flats case—reversing the decision of the court below, when leave was denied Jno, 8. Marshall and others to file an amended and supplemental answer. The Gov- ernment files the bill to obtain proper title to the land reclaimed in the Potomac River. Some few months since the Marshalls, holding title from Lord Fairfax, secured a conveyance from the representative of the last lord pro- prietary of Maryland. They then asked to file answer, and the Government claimed that the time for filing answer stipulated in the act had expired, and that their rights, if any they have, are inerged in the tile of the Govern. ment. From the Buffalo Express. “The latest fad in prison management,” said a prison official, “is tattooing. It is a ready means of identification; and is bound to become popular in prison management. My idea is to tattoo a convict every time he is imprisoned, and then we'll have his record as clear asthe moon at midnight. Let each penal institution aes a different mark or monogram and the problem of identifyin; — victs will be solved. It is the simplest and bi system yet proposed. To some persons it ma; seem as harsh as branding; but it isn’t. Ta’ tooing isn’t painful, and the marks could be put on the convict’s back, arms or legs, and would not embarrass reformed convicts.
