To the Editor of Tur EVENIxe Stan ‘The interesting interview in Saturday's STaR Telative to the approaching triennial conclave of the order of Templar Knights at Washington, and the vast concourse of visitors anticipated on that Occasion, may suggest the query, “How many members does that order really number at the present time under the Jurisdiction of the grand encampment of the United Statest” The grand encampment itself has existed more than seventy years, having been organized at Mason's fall, 1m the city of New York, on the 20th and 2gst of June, 1816, at a convention consisting of delegates from eight encampments, by the formation of a consti- tucion, which, with few ainendments, still remains in force. ‘The number of encaupments or com- Mmanderies was then sinail. Anton Helmhoeffer, who keeps a wholesale Uquor cellar on L street, near Vermont avenue was arraigned in the Police Court this morning charged with keeping an unlicensed bar. Mr. Cahill appeared for the defendant and entered a Policeman Robert Smith, of the first testified that on the 24th’ of ber he went into the defendant's ‘with a colored man ‘whose name he thought was John Quander. They each had two drinks, and witness paid 20 cents for the drinks, Before going into the place wit- ess gave the colored man 50 cents, and after they had drank their wnisky the colored man bought half pint of whisky, for which he paid 25 cents. ‘On crossexamination witness said that he was introduced to the colored man by Officer Harding, ‘who gave the witness 50 centa, Policeman Harding testified that the defendant toid him that he (defendant) was the owner of the store. Witness said he loaned Officer Smith the | 50 cents to use tn making liquor cases. He said ‘he Introduced Quander to Ofice Smith.” Witness had seen the defendant serve drinks to colored men, DRINKS FOR THE POLICEMEN. Mr. Cahill asked witness how many times he had drank in the defendant's place within the Past month, and witness declined to answer be- cause, he said, it would criminate himself if he ‘swore he went in the defendant's place and drank while to uniform, In answer to Mr. Padgett’s in- quires, however, the witness said that he had several tines paid for and drank beer and whisky in the defendaav’s place, “Was you in uniform?” asked Mr. Cahill. “I decline to answer,” replied the witness. “Oh, uo,” said the Judge; “you must answer.” Witness said he was in uniform and Was on duty ‘THE DEFENDANT TRLLS A STORY OF ATTEMPTED BLACK- MAIL, ‘The defendant testified that he keeps a whole- ‘sale store, and dented selling liquor by the small. Was cailed, but he did not answer, and the court ordered an’ attachiment for him."
