INSPECTION OF SOUTHERN TRAINS. Dr. Stratton reporta, relative to the inspection of i Saree from Ashville, AGAINST ADMITTING UTAS. Majerity Report of the Commission. THE TERRITORY SHOULD NOT BE 4 STATE UNTIL POLYGAMY HAS BEEN ABANDONED I GOOD FAITH. ‘The majority report of the Utah Commission, ‘Signed by G. L. Godtrey, A. B. Willi.ms and Ar thur L. Thomas, three of the five members of the Commi, sion, has been receive by the Secretary of tne Interior. ‘The recommendation of their last annual report ts renewed that Utah should not De admitted to the Union until such time as the ‘Mormon people shall manifest by their future acts that they have abandoned polygamy in good faith, and not then, uniil an amendment shall ave been made to the U. 8. Constitution ‘prohibit. Ang the practice of polygamy. The report adds that the territorial convention which adopted the Proposed constitution upon which an appeal was ‘made to Congress for admission to the Union was held without authority from any proper source Itis further asserted that the proposed constitu- ‘ton is SILENT WITH RESPROT TO THE CRIME OF TOLYGAMY, ‘and the Commissioners are of the opinion that the Government cannot afford to surrender the great advantage which it now holds, and which bas been secured at much expense and trouble. They also think toat there can no harm result from de- Jay in the adinission of the territory to the Union, ‘The report claiins that the action of the Senate committee in this matter in reporting that there must be undoubted evidence on the of we Mormon peop.e of the abandonment iygamy before the territory could be admitted as a state, and algo that of the House committee tn reportin favorably the prohibitory amendment to the Con ‘stitution, supports the Views of the majority of the Cominission. It is also stated in the report That the democratic and republican parties of Utah, in their conventions recently neld, indorsed the position taken in the majority report. The report further states that since the report of lust year the legislative assembiy of Utab have ranted to the minority, or the non-Morman ele- ineut, representation in’ the control of the pubile insuituUions and provided sor local representation du Salt Lake and other cities, POWER THE GOVEKNOR SHOULD HAVE. ‘The recommendation of last year, that tue gov- ernor of the territory be given power to appoint county officers,as follows: selecimen, clerks, asses- sors, recorders, and superint-ndents of public ‘Scuools, 18 reuewed. The legislaiive assembly, at Xs session to January lasi, the report staies, denied tw the governor the Hght to appoint the territorial treasurer, auditor and other officers, And it ts added: “Tuus is presented tue spectacle 01 the chict representative of the Federal Govero- ment in Utah bel.g dented the right to exercise ‘autuority, whue at the same Ume the and leaders’ of those who are ble for this action are at the capital of the nation pro- Calming vue loyal subuntssion of the Moriuon peo- ple vo the law: demanding that they be re- Warded tor It. “In our opinion,” continues the the chici causes for te I “one of jong delay in tbe sett.e- ment of Une con.est in Utah has been the exercise Of politic! power suvordinate to the interests of ‘the caurch.”” MOKMON OFPOSITION TO PUBLIC SCHOOLS. Tn commenting upon the fact that the public ‘Schools of Utah are, with the exception of a few distiietsin Salt Lake City wud in Ube mining re- gions, under the control of the Mormon Cuurch, tue Commissioners refer to an act passed by the last legisiative assembly but vetoed by. the gov- eruor, which provided for the ulstribution ot uke Public school tund for cue support of pubic and rivate schools. Also, the opiu.on expressed by resent Witford Woodruff, under dat: or June 8, 1888, that “tue education of our children sould be taken in hund oy us asa peoyie, * * * ‘The perusal Of dooks We Value as div ne recoras 1s forbiuden. Tue recom Mendation ts ihererore renewed that superiu- Lendents of public schools be made eppointable by une governor. NON-MORMON SCHOOLS. Schools have beeu estublisued by the non-Mor- mon populalion from the belief that the public schools Were mnaged badly, and that in some of them more attention was paid to the inculcation Of religious views than 10 secular educauou. In Unis respec however, the report adds, tue public schools have greatly improved, and in the more Unte"ly settied portions of the’ territory there 1s now Hite grcund for complaint. During the past year the different religious denominations had ‘in operation 90 schools, at- tended by 7,442 scholars, Of this number the Presbyterians conducied 33 xcuoois, the Congre- tonal 22, the Mevuodist 2v, tue Cathoite 7, tue plscopalS, the Bapuist 2, and the Swedisli Lu- ‘eran ELECTIONS, CRIME, ETC. ‘The report expresses the opinion that the work Under the law of Congress with respect to tue reg- {stration of voters and tne conduct of the elections has been well performed and very satisfactory. During the same period there bave been eight 1n- dictwents for polyyaumy and four convictions; 304 indictments for unlawful cobavitation and 326 convictions, In regard to the claim made tn behalf of the Mormons that during the past year tbe church has ceased to Sanction Violations of the law, aud that the legislature has declared In favor of’ eutorcing the laws of Congress, the report states that while Uhere bas been pro.ress, und even marked pro- gress, in this respect tuls claim cannot be fully concurred in, In conclusion the Commissioners express the opinion Ubat an energetic enforcement 0: the laws suould be continued and alsu political disabilities should be continued.
