One Senator, Mr. Dawes, who was in his seat just Defore the vote was taken, disappeared suddenly and Was recorded as absent, wulle the presiding oMicer, Mr. Ingalls, simply ignored the call of his mame when the clerk was reading the roll. The ‘Vote of these two gentiemen—who obviously aid Rot care to be recorded as opposing the motion to reconsider—if cast in the affirmative, would have Teversed the majority and given a chance to the foes of this Uldigested measure to defeat it, Indeed, the same effect would have been produced At Mr. Stockbridge, who voted on Friday last when ‘there was no quorum, in favor of reconsideration, ‘ad not gone over to the opposition at the last moment. His two days of rest had evidently not improved the judicial tone of his mind, t must be agreeabie for a man of the undoubted intelligence of Representative Scott to look upon the work he has done, now that it ts all over, His ‘Domb, intended to work havoc in the ranks of the ‘opposition, has exploded most inopportunely and Scattered peril through his own camp. Well, the bill passed the House ‘With scarcely a word of inquiry, much less of Gedate. But in the Senate—there, surely, his littie plan would work? Unhappily, it did not. The Senate was almost as badly frightened as the House; and the most noteworthy feature of the ‘Votes there has been that the opposition came, more than two-thirds of it, from Mr. Scott’s own party associates, led by no less a person than his co-laborer in the management of democratic cam- paigns, Mr. Gorman. ‘Now that the question ts settled in Congress, 1t Femains with the President to decide whether he ‘Will go with the crowd or take an independent po- Sition, as he has often done before. Here it is shown that the net income of the year ending June 30 last was $199,084, which, after paying $180,000 of interest due on first-mortgage bonds, would have left a surplus of $19,084.
