CLARE, Notary Public, —— ‘The inequalities, annoyances, and injustice fairly credited to the schedule of water rents are Geveloped almost entirely in the application of the @omestic raves and a very few minor special rates, ‘&4, for instance, that which taxes all “shops” not Jess than $5 per annum. It is in the field of the Gomescic rates, too, where the individual charges ‘are small, that irresistible opposition 1s made to the employment of water-meters as expensive and annoying, it not unreliable. Adolition of the domestic rates naturally suggests Reelt, and comparatively little opposition is an- ‘Wetpated to the payment from the general fund of ‘ae expense of furnishing necessary water to the Romes of Washington. Asa sanitary measure in he interest of public cleanliness every house @2ould be furnished with and should freely use an ‘ample supply of water. Tosecure this result the reat body of the property owners of the city will ‘Goubtiess readily consent that a part of the money ‘%aken from them as general taxes shall be ex- Pended. But, as the promise of tree water in this connection does not mean that water shall be free, but only that the cost of supplying it shall be Paid by taxpayers instead of by water-takers, ‘and as unchecked use of the water by those who @mploy tt for business rather than domestic pur- Poses might easily resuit in a deficiency of the ‘Supply to the homes of the people, more serious Consideration will doubtless be given to the ques- tion of abolishing ail the special business charges for the use of water than is necessary in regard to ‘the domestic rentals, It may be thought that the Public should tax itself to furnish water to all ‘oniy for drinking and ordinary cleansing purposes, @nd not to furnish motive power to or to Otherwise assist the prosecution of special forms of business For instance, the Dis- trict may hesitate to freely supply water torun machinery. Where large amounts of water ‘are used for business purposes it may be possible to use water meters to determine and regulate the consumption. The main objections to the em- ployment of meters in residences would not apply im such cases. Whether or not payment 1s exacted for the business use of water, some such precau- ions will be necessary among the large users to prevent waste. Lack of water 1s a more serious @vil than the requirement that it be paid for. oo Senator Voorhees opened the democratic cam- paign in Indiana on Saturday night with a speech ‘Which, in its way, was of as doubtful expediency 83 a “bloody shirt” effusion 13 at any time from tue ther side. Whatever may be the views of any one on that subject, the fact remains that the pledges ‘Were made and that the nation’s honor depended on their being lived up to in letter and in spirit, Just as, im private business, an upright man who values bis good name makes tae best of a bad bargain, but never shirks Ris share of it. The object of Senator Voorhees tn going again over this well trodden ground is ebvious. He would revive the greenback party, and attach it tothe democratic procession, where 3% used to be a dozen years ago. But can he afford todo this? May not the revival of dead issues excite @ suspicion among the people that the ‘orator who does it mistrusts the wisdom of putting ‘the live issue into the place in the foreground ‘Where it belongs? What the audience at a poitt!. cal meeting of to-day wants to hear 1s not what sins the opposite party committed twenty or ‘twenty-cive years ago, but what sins it has re- cently committed or is about to commit. = [> Its needless to recount, in glowing detail, the glories of a career like that of General Sheridan. ‘The narrative is written in the hearts and on the memories of his countrymen. His military great ‘ness has been recognized by the world’s leading generals, It is noteworthy that the men in the late war who ignored, or only slightly esteemed ‘Sheridan, were themselves the unsuccessful lead- ers; while, in the company of those who achieved ‘the greatest victories, he has always been given his fall meed of praise and confidence.
