It 1s Proposed to pay the whole expense of water dis- as a whole, is beneaited by the water supply in the cleansing Of sewers, the extinguishing of fires, sprinkling of ‘Streets, and in the free use of public hydrants and fountains, But under the present system that Portion of the people who take water in their Rouses meet the expense of supplying the whole Community, and share only with the United States the cost of aqueduct extension. Evidently the Cost of furnishing water to those who do not or Cannot afford to pay should be met by all the peo- le, and not merely by the water takers, ts also, clear that the expense @f the construction and extension of ‘& general system of water-works, advancing values 4m all parts of the District, should be borne by the ‘Whole and not apart of the community. In re- ‘Moving in the manner proposed this unjust bur- Gen from the water-takers, und in abolishing the arbitrary and inequitable rent schedule, which does turther injustice in its method of apportion- ing the unfair charge among the water-takers, 16 may be found on close inspection that some of the general taxpayers will be required to pay a trifle More than their fair proportion of the ‘Water expenses, especially in the general assumption of that portion of the cost ‘Which represents the current expenses of Supplying water to present users. Owners of gaburban and unimproved city property may ob- Ject to sharing tn tuis part of the cost. But as a Set-off such owners have profited without ex- pemse under the present system by the increased ‘Value of property from the immediate presence of @ Dountiful water supply to be conveniently uttl- aed when desired; and it is necessary to make a clean sweep of the present rental system or not Meddle with ft at all. Whatever objections ‘the United States may have to paying a share ‘of current expenses in addition to the full cost of the original Water-works will doubtless be Presented and considered when the bill comes be- fore Congress. If no protest comes from the gen- rai government, the people of Washington will ‘Rot be apt, all things considered, to oppose the | Proposed legislation.
